Job Description: Product Manager, Community Development

We are seeking a customer-focused, strategic Product Manager to own the direction of BS&A’s Community Development product line. This role defines what we build for the local governments that rely on our software to issue permits, schedule inspections, license businesses and contractors, and enforce codes.

As Product Manager, you will be the voice of the customer inside BS&A. You will turn the real-world work of building officials, inspectors, clerks, and planners into clear requirements, a prioritized roadmap, and products our customers love to use. You will work closely with Development, QA, Product Marketing, Support, Sales, and Implementation to take ideas from concept through release.

The ideal candidate pairs a strong understanding of municipal workflows with the discipline to make data-informed product decisions. If you enjoy solving practical problems for government customers and want to shape a modern cloud ERP, we’d love to hear from you.

Key Responsibilities

Product Strategy & Roadmap

  • Own the vision, strategy, and multi-year roadmap for the Community Development product line, including Building Department, Business Licensing, Code Enforcement, and Planning.
  • Prioritize the backlog based on customer value, market opportunity, regulatory needs, and development capacity.
  • Track competitors and GovTech trends, and position BS&A’s Community Development offering to win in the market.

Customer Discovery & Requirements

  • Meet regularly with municipal customers, prospects, and internal subject-matter experts to understand permitting, inspection, licensing, and enforcement workflows.
  • Translate customer problems into clear epics, user stories, and acceptance criteria in Jira.
  • Analyze support cases, enhancement requests, and usage data to find the highest-impact opportunities.

Delivery & Execution

  • Guide features through BS&A’s AI-DLC pipeline: Ideation, Requirements, Design, and Prototyping.
  • Partner daily with Development and QA to clarify requirements, make scope trade-offs, and keep releases on schedule.
  • Review completed work against acceptance criteria and sign off on releases.
  • Help triage and prioritize customer-reported issues with the Support and Development teams.

Go-to-Market & Enablement

  • Work with Product Marketing, Sales, and Sales Engineering on launch plans, demos, and positioning for new features.
  • Prepare release notes, product documentation, and training materials for internal teams and customers.
  • Support Sales as a product expert in strategic opportunities and customer conversations.

Collaboration & Continuous Improvement

  • Communicate roadmap and status updates to leadership, internal stakeholders, and customers.
  • Partner with Implementation, Conversion, and Customer Success teams to improve onboarding and adoption.
  • Identify opportunities to apply AI and automation to customer workflows in Community Development.
  • Other duties as assigned.
Requirements

Qualifications

  • Bachelor’s degree in Business, Information Systems, Public Administration, or a related field, or equivalent work experience.
  • Minimum 8-10 years’ experience in product management, product ownership, or business analysis for a software product.
  • Experience with cloud-based SaaS or ERP products.
  • Experience with municipal or GovTech software, especially permitting, inspections, licensing, code enforcement, or land management.
  • Working knowledge of local government operations, building codes, or the permit-to-inspection lifecycle.
  • Strong analytical skills and the ability to make data-informed prioritization decisions.
  • Excellent written and verbal communication skills, with the ability to explain technical concepts to non-technical users.
  • Ability to manage multiple priorities and stakeholders in a fast-paced, deadline-oriented environment.
  • Proven ability to work independently and as part of a team; capable of interacting effectively with technical team members.
  • Proficiency in applying AI and automation to improve customer workflows.
