Apply Description Description: We are seeking a highly skilled Program Analyst to provide high-level analytical and strategic support to the Office of the Chief of Staff. This role is responsible for the comprehensive assessment of R&D portfolios, the integration of data science tools for program evaluation, and the development of high-impact communications to support leadership in the successful transition of research into application. This position is contingent upon contract award. Key Responsibilities: Analyze R&D utilization and transition readiness by assessing performance against agency missions; produce formal Portfolio Evaluation Reports containing assessment narratives and metric matrices. Develop comprehensive written products including white papers, briefing papers, fact sheets, and programmatic guidance on R&D coordination and administration. Provide expert input on ad hoc stakeholder requests regarding R&D policy development, status, and assessment. Design and implement mechanisms to track R&D developments and publications; conduct quality assessments of internal information resources, including templates, handbooks, and online tools. Execute full-cycle logistics for national/regional R&D meetings, including agenda development, participant tracking, note-taking, and documentation of after-action reports. Develop and maintain high-quality internal and external web content to support transparency and stakeholder engagement. Requirements Bachelor’s degree in environmental studies, marine affairs, marine biology or related. Minimum of 5 years of demonstrated experience in the areas of research reports and briefings within a NOAA mission-driven environment/contract. Demonstrated ability to manage complex schedules, facilitate public meetings, and draft high-quality reports without external supervision. Ability to interact effectively with senior leadership and external stakeholders with a high degree of discretion and professionalism. Capacity to manage multiple competing deadlines in a fast-paced "quick response" environment. Excellent verbal communication and training skills, with the ability to explain complex congressional procedures to non-experts. Willingness and ability to travel as needed to support events and related logistics. Compensation: Competitive salary and benefits package commensurate with experience.
