Apply Description @Orchard LLC is seeking an experienced Program Analyst III to support the NOAA Office of Oceanic and Atmospheric Research’s (OAR) Headquarters Program. The Program Analyst III – Senior Science Writer and Editorial Coordinator develops, edits, quality-assesses, and coordinates written and informational products supporting OAR's R&D portfolio and leadership. The role translates complex technical and scientific information into clear, accurate, audience-appropriate products and supports the development of reports, white papers, presentations, educational materials, web content, templates, and other leadership resources. This position is contingent upon contract award. Responsibilities Develop and edit research reports, white papers, presentations, fact sheets, information bulletins, briefing papers, educational materials, and other R&D program products. Translate complex scientific and technical information into clear, concise, audience-appropriate language while preserving technical accuracy. Support preparation of Portfolio Evaluation Reports, including assessment narratives, transition-readiness information, and data-driven evaluation summaries. Provide programmatic writing and documentation support related to NOAA R&D coordination, administration, status, and assessment. Research and synthesize information from multiple sources to support stakeholder requests and leadership products. Develop and maintain internal and external web content associated with OAR R&D activities. Create, edit, and quality-assess online tools, educational products, templates, handbooks, and other information resources for OAR leadership. Apply rigorous editorial review for clarity, organization, consistency, accuracy, readability, and audience appropriateness. Support national and regional meetings through development of meeting materials, agendas, minutes, action-item documentation, and after-action reports. Work independently and collaboratively with technical subject-matter experts, program staff, and leadership stakeholders to move products through review and finalization. Requirements Bachelor's degree in business administration, environmental science, marine science, or related field. Master’s degree is preferred. Demonstrated professional writing and editing experience, preferably involving technical, scientific, policy, research, or program content. Experience with scientific or technical communications, science writing, or Federal program communications. Experience editing materials prepared by subject-matter experts. Experience supporting NOAA, Federal, research, environmental, weather, ocean, or climate programs. Strong ability to synthesize complex information and communicate it clearly to varied audiences. Exceptional grammar, proofreading, organization, and editorial judgment. Experience developing polished reports, briefing materials, presentations, web content, or educational materials. Ability to manage multiple assignments, review cycles, and deadlines while maintaining accuracy. Proficiency with Microsoft Office or comparable document and presentation tools. Experience with web content management or structured information resources. Must be available for occasional travel to the program HQ.
