Summary

Bell's AI Fabric program is a transformational initiative focused on delivering scalable, mission-critical data centre infrastructure. The Program Controls Manager will establish and maintain the governance processes that connect departments, projects, and stakeholders across the program. Reporting to the Director, Program Controls, the role will provide leadership across interface and handover management, risk governance, root cause analysis, lessons learned, continuous improvement, action management, and change control coordination. The role will help maintain a reliable, integrated view of program risks, dependencies, actions, and improvement initiatives to support predictable delivery.

Key Responsibilities

Interface & Handover Management
• Own and administer the program Handover & Interdependency Tracker.
• Coordinate cross-functional reviews across Land Development, Engineering, Procurement, Construction, Commissioning, Operational Readiness, Physical Security, IT, Data Centre Operations, and Legal or Regulatory stakeholders.
• Monitor critical interfaces, dependencies, entry criteria, exit criteria, and handover requirements across project phases.
• Identify and escalate at-risk dependencies, blocked gates, unclear ownership, and overdue deliverables.
• Facilitate recurring interface reviews and maintain clear action, decision, and escalation records.
Risk Management & Root Cause Analysis
• Maintain the integrated program RAID register and associated governance cadence.
• Coordinate risk reviews with risk owners and support clear articulation of cause, event, impact, mitigation, and contingency.
• Track mitigation and corrective actions through to verified closure.
• Lead or facilitate Root Cause Analysis for significant issues, recurring problems, schedule impacts, cost impacts, and control failures.
• Analyze risk and issue trends and recommend preventive or corrective actions.
Lessons Learned & Continuous Improvement
• Develop and maintain a structured lessons learned framework across the program.
• Capture lessons at key gates and milestones, not only at project closeout.
• Ensure relevant lessons are translated into updated standards, procedures, checklists, and delivery requirements for future phases and sites.
• Facilitate post-milestone reviews and cross-functional improvement workshops.
• Monitor recurring issues and identify opportunities to improve delivery maturity and control effectiveness.
Feedback Loop & Action Management
• Establish and maintain closed-loop action tracking across governance forums.
• Ensure actions, decisions, risks, and improvement initiatives have clear owners, due dates, and closure evidence.
• Drive accountability through regular follow-up, escalation, and reporting.
• Provide leadership with visibility into overdue commitments, systemic blockers, and decisions required.
Change Management Governance
• Coordinate the Change Control Board process on behalf of Program Controls.
• Coordinate integrated change reviews across scope, cost, schedule, risk, design, construction, commissioning, and operations stakeholders.
• Ensure approved and pending changes are cross-referenced with affected risks, interfaces, handover gates, and program baselines.
• Monitor implementation of approved changes and associated actions.
• Maintain auditable change records, decision logs, and governance reporting.
Program Reporting & Governance Support
• Develop concise executive dashboards and governance materials covering risks, interfaces, actions, changes, and continuous improvement.
• Support monthly program reporting and leadership review cycles.
• Provide analytical insights on trends, recurring issues, dependencies, and emerging areas of concern.
• Support the Director, Program Controls in launching, implementing, and embedding new program controls processes, procedures, tools, and governance routines across the program.
• Contribute to the development and continuous improvement of program controls procedures, standards, templates, and governance routines.
• Act as an integrator and gatekeeper for program controls information while ensuring functional owners remain accountable for validation and delivery.

Critical Qualifications

  • Progressive experience in program controls, project controls, PMO, risk management, program governance, continuous improvement, or major capital project delivery.
  • Demonstrated experience coordinating complex, cross-functional programs or projects involving multiple internal teams, consultants, contractors, and vendors.
  • Strong understanding of risk, issue, action, change, interface, and governance management practices.
  • Experience facilitating Root Cause Analysis and driving corrective actions to closure.
  • Ability to connect schedule, cost, risk, change, and handover information into an integrated program view.
  • Strong analytical, organizational, facilitation, and stakeholder-management skills.
  • Ability to communicate complex information clearly and prepare concise executive-level reporting.
  • Proficiency with Microsoft 365 tools and familiarity with project controls and reporting systems.

Preferred Qualifications

  • Experience supporting the delivery of data centre, mission-critical, telecommunications, or hyperscale infrastructure projects.
  • Familiarity with data centre lifecycle phases, including planning, design, procurement, construction, commissioning, operational readiness, and handover.
  • Knowledge of mission-critical electrical, mechanical, cooling, controls, network, and security environments.
  • Experience with Primavera P6, Power BI, EcoSys, Procore, SAP, SharePoint, or similar project controls platforms.
  • PMP, PMI-RMP, PSP, CCP, Lean Six Sigma, or equivalent professional certification.
