Program Finance Lead

Role Overview

We are seeking a mid-level Financial Analyst to support financial management of government contract programs. Reporting to the Controller, this role tracks budgets, monitors contract funding and spend, supports forecasting and Estimates at Completion (EACs), and ensures compliance with FAR, CAS, and contract-specific financial reporting requirements. The analyst will work closely with Program Management on day-to-day budget and funding matters and with Growth/Sales on pricing and proposal support. The ideal candidate has hands-on experience with government contract types (FFP, T&M, Cost-Plus), is comfortable working cross-functionally across Accounting, Program Management, and Growth/Sales, and is eager to use AI tools (e.g., Claude, Gemini, or similar) to automate reporting, speed up analysis, and improve the accuracy of financial deliverables.

Key Responsibilities

  • Serve as primary financial point of contact for one or more government contract programs, partnering with Program Managers on budget management and financial performance.
  • Prepare and maintain program budgets, funding trackers, and burn-rate analyses; monitor contract ceiling and obligation levels to flag funding risk.
  • Develop monthly Estimates at Completion (EACs) and Estimates to Complete (ETCs); analyze variances between actuals, budget, and forecast.
  • Support Earned Value Management (EVM) reporting and Integrated Program Management Reports (IPMRs) where applicable.
  • Prepare invoicing support and reconcile contract billings against approved funding and contract terms (FFP, T&M, Cost-Plus, IDIQ).
  • Assist with cost and pricing analysis, including labor category rates, indirect rate impacts, and pricing support for proposals and contract modifications.
  • Set up and maintain new projects, tasks, and budgets in Unanet and/or Ruddr, ensuring accurate structure for time tracking, billing, and reporting.
  • Support revenue recognition for Firm-Fixed-Price (FFP) contracts, including percent-of-completion calculations and reconciliation with program schedules and deliverables.
  • Support program financial reviews (PMRs/EACs) with variance narratives and risk/opportunity identification.
  • Ensure compliance with FAR, CAS, and company policies in financial reporting, cost allocation, and documentation.
  • Assist with contract modifications, funding actions, and close-out financial activities.
  • Collaborate with Contracts, Accounting, and Program Management to resolve financial discrepancies and support audit requests (DCAA/DCMA as needed).
  • Use AI tools to streamline recurring financial analysis work — building reusable prompts/templates for variance narratives, EAC summaries, and data cleanup — while ensuring outputs are reviewed for accuracy and compliance.

Required Qualifications

  • Bachelor's degree in Finance, Accounting, Business, or related field.
  • 3–5 years of experience as a financial analyst supporting government contracts or programs (federal, state, or DoD).
  • Working knowledge of FAR/CAS and government contract types (FFP, T&M, Cost-Plus, IDIQ).
  • Experience with budgeting, forecasting, and variance analysis at the program or project level.
  • Proficiency in Google Sheets (pivot tables, lookups, financial modeling); experience with ERP/financial systems (e.g., Unanet, or similar) preferred.
  • Comfort adopting AI-assisted tools for financial analysis, reporting, and process automation.
  • Strong analytical, organizational, and communication skills; ability to translate financial data into clear narratives for program leadership.
  • U.S. work authorization required. No active security clearance required for this role.

Preferred Qualifications

  • Direct experience with Unanet, including project setup, budgeting, and revenue/billing functions.
  • Experience with Ruddr or similar project/resource management platforms.
  • Proficiency with Google Workspace (Sheets, Docs, Slides) for financial reporting and collaboration.
  • Experience with Earned Value Management (EVM) and IPMR reporting.
  • Familiarity with DCAA/DCMA audit support and government cost accounting standards.
  • Experience supporting proposal pricing or cost volumes.
  • Familiarity with generative AI tools for financial analysis, forecasting, or reporting automation.
