JOB SUMMARY
The PROGRAM MANAGER is accountable for the overall performance of assigned programs and portfolios, integrating client expectations, financial performance, operational execution, risk, resources, and cross-functional delivery across multiple projects and workstreams. This role sits within the Program Management function and serves as the primary program-level client relationship and outcome owner. The Program Manager establishes priorities, monitors portfolio performance, maintains revenue and margin visibility, identifies risk and unfavorable trends, and drives corrective action through the appropriate functional owners. The Program Manager provides operational direction across Construction Management, Project Administration, Accounting, Preconstruction/Solicitation, Compliance, Assistant Program Managers, and other supporting functions while functional leaders retain formal people leadership, discipline standards, development, and workload management. The Program Manager may delegate defined workstreams, sub-programs, projects, or client responsibilities to Assistant Program Managers while retaining overall program accountability.
JOB DUTIES AND RESPONSIBILITIES:
- PROGRAM STRATEGY AND PERFORMANCE: Establish program priorities, performance expectations, milestones, resource needs, and cross-functional execution requirements across the assigned portfolio. Monitor project and program performance, identify unfavorable trends, and drive corrective action through the appropriate functional owners to support successful program outcomes.

Maintain alignment among clients, internal teams, contractors, architects, engineers, vendors, and other stakeholders at the program level, and intervene directly when program performance, client commitments, or material risk are affected.
- CROSS-FUNCTIONAL LEADERSHIP: Provide operational leadership across Construction Management, Project Administration, Accounting, Solicitation/Procurement, Assistant Program Managers, and other supporting functions to ensure program commitments are met. Establish priorities, challenge performance, resolve cross-functional conflicts, drive accountability, and delegate defined program workstreams or responsibilities while functional leaders retain formal people leadership and the Program Manager retains overall program accountability.
- PROGRAM FINANCIAL PERFORMANCE AND FORECASTING: Own program-level revenue, margin, forecast, backlog, cost exposure, and financial performance visibility. Review project financial trends and exceptions, challenge unfavorable performance, and coordinate corrective action with Accounting and operational stakeholders. Maintain accurate program-level forecasts for revenue, margin, backlog conversion, project timing, and anticipated financial exposure, and escalate material financial risks or variances appropriately.
- PROGRAM RISK, QUALITY, AND CORRECTIVE ACTION: Maintain visibility into operational, financial, contractual, client, quality, safety, resource, and execution risks across the program. Ensure appropriate functional owners develop and execute corrective actions, challenge inadequate responses, monitor actions through closure, and escalate material risks requiring executive action. Maintain program-level oversight of safety, quality, and compliance performance without replacing the field inspection, quality, or safety responsibilities of Construction Management.
- RESOURCE AND CAPACITY ALIGNMENT: Maintain visibility into program workload, upcoming project starts, execution complexity, staffing needs, and capacity constraints. Coordinate with functional leaders to identify resource risks early and support timely workload rebalancing, deployment decisions, or escalation while functional leaders retain staffing and workload-management authority.
- REPORTING, DECISION-MAKING, AND CONTINUOUS IMPROVEMENT: Review and use program dashboards, financial reports, schedule indicators, risk logs, backlog data, capacity information, client metrics, and other operational performance measures to identify trends and make timely decisions. Promote continuous improvement in program processes, controls, reporting, and cross-functional execution, and communicate material performance issues, decisions, and required actions to leadership.
