Program Manager, Disability and Justice Initiatives

Overview: The Arc, the nation’s leading nonprofit advocating with and serving people with intellectual and developmental disabilities (IDD), is seeking a Program Manager for its National Center on Criminal Justice and Disability (NCCJD). The NCCJD serves as a bridge between the criminal justice and disability communities. NCCJD pursues and promotes safety, fairness, and justice for people with IDD, especially those with hidden disabilities and marginalized identities, as victims, witnesses, suspects, defendants, and incarcerated persons. The Program Manager of Disability and Justice Initiatives will manage ongoing and future grants and deliverables for advancing criminal justice reform for individuals with intellectual and development disabilities. The successful candidate will have a legal background and a blend of expertise in both criminal justice and disability rights. The ideal candidate will have experience leading trainings or training trainers and will display excellent verbal and written presentation skills. The Program Manager will work closely with other professional staff of The Arc’s national headquarters, The Arc’s external partners, and staff from The Arc’s nationwide network of chapters. The Program Manager reports to the Senior Director of Disability and Justice Initiatives. The position is hybrid – the successful candidate can split their time between remote and in-office work in Washington, DC. Job Duties: Partners closely with Senior Director of Disability and Justice Initiatives, to provide subject matter expertise and thought leadership on a broad range of topics that include both suspect/defendant and victim/witness issues undertaken by NCCJD. Supports and/or provides oversight for a variety of projects and programs within the NCCJD, including meeting project deliverables in a timely fashion. Provides both virtual and in-person presentations, training and technical assistance on the topic of people with IDD in the criminal justice system, Target audiences to receive training include a range of criminal justice professionals such as attorneys, law enforcement or other first responders, and victim service professionals. Become proficient in utilizing NCCJD’s Pathways to Justice® Training Program and other similar tools created by NCCJD. Engages The Arc’s 600 plus chapter network in justice-related advocacy work through NCCJD’s Chapter Community of Practice using the platform Mobilize and through oversight and hosting monthly virtual gatherings. Creates, curates, and drafts content for NCCJD’s website, newsletters and The Arc’s 600 plus chapter network and its online Community of Practice. Creates content or contributes to development of training materials (curricula, fact sheets, toolkits, etc.) Engages in the collection and advancement of research to grow the Center’s knowledge-base and inform the development of timely project publications and other materials Provide assistance to the Senior Director in the identification, response and submittal of proposals for grant and other relevant programmatic funding Manage the information and referral (I&R) process for NCCJD, including responding to requests and providing technical assistance as needed, displaying excellent customer service and communication, and managing the I&R database Represent NCCJD at national conferences and other presentation forums and in coalition meetings Assist with development, writing, editing and marketing of project materials (curricula edits, white papers, fact sheets, blogs, etc.), including implementing a strong marketing plan for Pathways to Justice® within The Arc’s chapter network and beyond Conduct legal, social policy and public policy research as needed for publication development, etc. The Manager will have regular contact with chapters of The Arc, criminal justice and disability professionals, and individuals with I/DD and their family members. Travel is required. Support the Senior Director to ensure adherence to The Arc’s Strategic Framework. Other duties as assigned within the scope of responsibility and requirements of the job. Qualifications: Bachelor's degree required. Law degree strongly preferred. Minimum of four (4) years of relevant experience with demonstrated skill proficiency in project planning, administration, and implementation. At least two (2) years of experience working at the intersection of disability rights and criminal justice reform, (4) years or more preferred. Demonstrable passion to create sustainable change in the lives of people with disabilities encountering the criminal justice system. Strong experience and confidence with delivering in-person and virtual trainings and presentations, and public speaking, including strong facilitation skills General knowledge of disability rights laws that impact people with IDD in the criminal justice system Proficiency with another language, including signed languages, in addition to English preferred. Strong attention to detail with the ability to manage multiple tasks and be self-directed. Excellent written, verbal communication, and interpersonal skills. Proficiency with Microsoft Office related products, Zoom and other similar video-conferencing tools, and Mobilize; experience with Salesforce or other Contact Management System a plus. Strong relationship management and customer service skills. Ability to effectively prioritize and manage multiple projects, tasks, and deadlines. Strong organizational skills; driven and results oriented. Demonstrated ability to work effectively and communicate with diverse stakeholders. Flexible and adapts well to change. Ability to travel within the United States, including to The Arc’s major events. Benefits, Compensation, and Work Environment: This is an at-will, full time employment position. Competitive salary based on education and experience, base salary range of $55,000 - $75,000.
