Description

Concept Solutions is seeking an experienced Program Manager to lead a high-visibility federal mission application modernization program supporting a Department of War customer. This role will lead an initiative designed to transform how users access and interact with a portfolio of legacy applications—creating a unified experience with one sign-on, one work surface, and a repeatable approach for bringing applications onto a shared modern platform while ensuring existing mission-critical applications remain fully operational.


The Program Manager will have overall accountability for program delivery, cost, schedule, staffing, and customer relationships across two concurrent workstreams: development of the new shared platform and sustainment of existing legacy applications. This individual will serve as the primary point of accountability to the customer’s program office and agreements officer and will lead a multidisciplinary team of approximately 30–36 engineers, security professionals, and delivery leads through a fast-paced, milestone-driven modernization effort.


This position is contingent upon Concept Solutions’ award of the contract. The anticipated start date is October 2026.


Program Leadership & Deliver

  • Lead a team of approximately 30–36 engineers, security professionals, and delivery leads across two concurrent program tracks: platform modernization and legacy application sustainment.
  • Drive execution through four Government-gated phases over a 26-week period of performance.
  • Serve as the primary point of contact for the customer’s program office and agreements officer, leading kickoff activities, phase-exit reviews, executive briefings, and ongoing customer engagement.
  • Own the integrated master schedule, program risks and issues, and weekly reporting against Government dependencies in partnership with the Delivery Lead and Transition and Sustainment Lead.
  • Maintain accountability for program performance across delivery, schedule, staffing, cost, and customer commitments.


Financial & Contract Performance

  • Own the milestone payment schedule, including platform milestones tied to accepted releases and phase exits and monthly sustainment milestones tied to Government acceptance of required reports, baselines, releases, and patch evidence.
  • Track program spend against plan in partnership with the PMO Analyst.
  • Review and approve milestone invoices and supporting documentation prior to submission.
  • Ensure deliverables meet customer acceptance criteria and feedback cycles are resolved within established timelines.


Staffing, Transition & Compliance


  • Manage staffing against the approved program plan by phase, including onboarding through staffing partners, clearance processing with the Facility Security Officer (FSO), and timely backfill of key positions.
  • Coordinate security administration, visit requests, and employee onboarding and offboarding with the FSO.
  • Lead program and system transition activities to ensure continuity of mission-critical operations while modernization efforts move forward.
  • Manage delivery across a blended team that may include Concept Solutions employees, staffing partners, and subcontractor personnel.




Requirements

  • Bachelor’s degree and 12+ years of professional experience, including at least 5 years managing Federal IT programs that combined new software development with sustainment of production applications.
  • Demonstrated experience leading a contract or system transition as the incoming Program Manager.
  • Experience managing milestone-based or fixed-price delivery structures involving formal Government acceptance of deliverables.
  • Experience leading multidisciplinary technical teams that include staffing-partner or subcontractor personnel.
  • Strong program management capabilities across delivery, cost, schedule, staffing, risk, and customer management.
  • Exceptional communication skills with the ability to engage effectively with Government executives, technical teams, company leadership, and external partners.
  • Preferred Qualifications
  • PMP or PgMP certification.
  • Agile certification such as SAFe, PMI-ACP, or CSM.
  • Experience with Other Transaction Agreements (OTAs) and prototype projects.
  • Experience supporting DoD Risk Management Framework (RMF) authorization efforts from the program-management perspective.
  • Active Secret clearance or higher.


Work Location & Schedule

  • Location: Hybrid. Work may include Concept Solutions’ Reston, Virginia headquarters, approved remote locations within the United States, and Government facilities in Northern Virginia and Maryland as required. On-site activities will typically include kickoff meetings, discovery sessions, testing events, and milestone reviews.
  • Schedule: Full-time, 40 hours per week, Monday through Friday, with core hours of 9:00 a.m. to 3:00 p.m. Eastern. The program operates on a two-week sprint cadence with customer demonstrations each sprint.
  • Travel: Approximately 0–10%, primarily within the Washington, DC metropolitan area.
  • Security Requirement: U.S. citizenship is required. Candidates must be eligible to obtain and maintain a DoD security clearance. An active Secret clearance or higher is strongly preferred and may allow for an earlier start.
  • Compensation: $175,000–$205,000
