Job Description

Our client is looking for Program Manager, Scaled Regulatory Operations to join their team in Dublin for an 11 month hybrid contract (3 days in office, 2 days remote).

The Product & Regulatory Operations org is a vital part of Meta’s commitment to user and business safety on its platforms, delivering operations for emerging and critical priorities across Meta and Global Operations and in close partnership with product/eng, legal and XFN stakeholders. Scaled Regulatory Operations (SRO) manages complex legal reporting systems and helps Meta adapt to a fast-changing regulatory landscape. Scaled to support billions of people, the team mitigates legal risk and ensures regulatory compliance across multiple workflows, while building increasingly efficient, scalable operations.

As a Program Manager within SRO, you will own the program’s Supply and Demand Management (SDM) practice: building the framework and systems that track, forecast and project SRO’s supply and demand, and translating that into informed decisions on headcount and strategic vendor footprint. You will also support workflow owners and the wider program on capacity planning, data monitoring and efficiency initiatives, and regulatory reporting readiness. A strong candidate will be highly effective at team collaboration, cross-functional leadership, using data to drive decisions, and creating structure in new and ambiguous situations.

Responsibilities:
● Develop and implement a comprehensive framework and system for tracking supply and demand factors across SRO, ensuring the program continues to comply with evolving regulatory standards in line with our SDM strategies.
● Integrate predictive modeling techniques to improve accuracy in demand forecasting, working closely with XFN partners including Data Analytics, Workforce Solutions, Workforce Planning and Vendor Capacity Planning.
● Provide the analysis and recommendations that support informed decision-making on headcount and strategic vendor footprint — whether to hire, where to hire, and how many.
● Own capacity planning and management and ongoing data monitoring for the program, surfacing risks to coverage and tolerance early.
● Drive initiatives that improve key operational metrics such as SGA, backlog and OpEx spend through data-driven insights shared with 10+ Program Managers across 20+ workflows.
● Develop decision-support tools and dashboards that improve visibility into supply, demand, OpEx savings and strategic planning.
● Manage interdependencies across operations and projects within the program, facilitating risk mitigation and removing roadblocks to keep critical delivery on time.
● Work with workflow owners and team members on strategies for executing, measuring progress and sharing results that enable the team to identify efficiency gains and improvements, while developing and partnering on upstream product-driven solutions at scale.
● Support efforts to achieve regulatory and legal compliance, including Transparency Report facilitation and the tracking framework behind it.
● Understand Meta’s strategic, legal and compliance position and deliver outcomes that are aligned with our mission and recognized best in the industry.

Requirements

● 2+ years of relevant experience in operations, consulting, strategy or equivalent program management experience
● 2+ years of experience managing complex projects and/or programs across multiple stakeholders
● Effective critical thinking and experience leveraging data to anticipate and unblock problems and drive solutions
● Experience with capacity planning, forecasting or resource management, and comfort working with quantitative models
● Experience in the Legal, Public Policy or Regulatory space (including operations, litigation, audit, control/safeguard management, etc.)
● Knowledge of the intersection of legal guidance, policy and free expression on the Internet
● Experience creating solutions in new and ambiguous situations
● Experience resolving conflicts by finding win-win scenarios, identifying tradeoffs, and setting clear priorities
● Experience driving collaboration of cross-functional teams, coordinating and communicating effectively, including during high risk and urgent situations
● Proven time-management and organizational skills, and experience working across teams and time zones

Preferred Qualifications:
● Experience in data analytics, including building dashboards and decision-support tooling
● Experience leveraging AI/ML or LLM-based tools for forecasting, capacity planning, or operational efficiency
● Experience in Legal Operations or regulatory compliance operations
● Experience managing vendor capacity, outsourced delivery or BPO partnerships
● Degree in business studies, philosophy, political science, or law (will not be a practicing attorney role)

Benefits

  • Competitive salary
  • Healthcare contribution and inclusion in company pension scheme
  • Work laptop and phone
  • 25 days annual leave (pro-rata) plus paid bank holidays
  • Expanding workforce with potential for career progression for top performers
