What we are all about:
We are seeking a dynamic professional to serve as a Program Representative within RIHousing's Real Estate Development Department. This role is responsible for administering HUD rental subsidy contracts and ensuring the accurate and timely completion of regulatory compliance file audits, monthly payments, and annual rent increases for rental units within Rhode Island Housing’s multifamily loan portfolio, in accordance with all applicable federal, state, and agency guidelines and policies.

This is a hybrid position based in Providence, Rhode Island, where you will be an integral part of our Asset Management team. The role is designed for face-to-face collaboration and direct involvement in our office environment.

What you’ll do daily:

  • Analyze financial requisitions and housing subsidy vouchers for the full Section 8 and Section 811 portfolio (approximately 200 vouchers totaling $20 million in monthly subsidy). Ensure timely, accurate subsidy payments and support owners/agents in resolving submission issues.
  • Initiate, process, and approve approximately 200 annual owner/agent rent adjustment requests across both portfolios.
  • Maintain a comprehensive understanding of HUD Section 8 compliance requirements.
  • Process requests related to vacancy/unpaid rent, special claims, and replacement reserve withdrawals, including conducting required inspections.
  • Provide coverage for Tenant Concerns as needed, working to resolve tenant and owner/agent issues related to health and safety, project operations, and HUD/IRS reporting requirements.
  • Support special reporting requirements for PBCA, LIHTC, and ancillary portfolios using HDS, Prolink, and related software systems.
  • Assist with special projects as assigned.

How you will make an impact:

  • Process a variety of correspondence and documentation, including reporting of non-compliance related to the assigned portfolio in an accurate and timely manner as established by the supervisor to ensure compliance with federal, state, and Rhode Island Housing guidelines/policies.
  • Identify errors in certifications, adjustments, and calculations, and ensure rent increases are correctly applied.
  • Communicate monthly with each development to confirm vouchers are received by the 10th and submitted to HUD by the 22nd.
  • Monitor voucher payments to ensure HUD receipt and payment, resolving errors or funding issues as they arise.
  • Complete Operating Cost Adjustment Factors, utility analyses, rent‑comparison studies, and occasional budget-based increases.
  • Initiate rent adjustments 150 days before the effective date per HUD guidance and finalize within three days of receipt.

What success looks like in this position:

  • Minimum of five years of property management or related housing experience.
  • Strong verbal and written communication skills; strong organizational and negotiation abilities; and exceptional attention to detail.
  • Strong computer skills, including intermediate proficiency with word processing, spreadsheet, and database software.
  • Bilingual ability preferred (particularly Spanish or Portuguese).
  • Bachelor’s degree in real estate, business administration, or a related field and/or property management certification; equivalent work experience may be considered.
  • Use of a personal vehicle, along with a valid driver’s license and proof of insurance, is required.
