You are a senior technical analyst with research skills and a good understanding of broader program objectives who seeks to become a workforce program subject matter leader. WHAT YOU WILL DO: The Program Specialist V performs advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing projects associated with the RESEA program and providing consultative services and technical assistance to RESEA program staff, other program staff, federal oversight agencies and workforce partners. May serve as lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. YOU WILL BE TRUSTED TO: - Perform other duties as assigned. Performs a variety of technical, training, research, planning, policy, program assessment and administrative activities for the RESEA program. - Perform studies and analyses of operations and problems and the preparation of reports and findings and recommendations related to the RESEA program. - Monitor required performance reports and recommends appropriate changes. - Provide high-level advice and counsel by interpreting policies, procedures, rules, regulations and standards related to the RESEA program. - Conduct training and provides guidance to staff in the development and integration of new and revised methods and procedures related to the RESEA program. - Consult with agencies, program staff and workforce partners to resolve problems, identify training needs, and discuss program effectiveness. - Coordinate and conduct surveys, inspections and reviews to determine compliance with RESEA program requirements, laws, regulations, policies and procedures. - Analyze performance data to help ensure compliance with RESEA program policies and procedures, statutes and rules; and recommends corrective action(s) as needed. - Analyze the application of and variations within the RESEA program service delivery framework and develops action plans to improve or initiate programs. - Analyze legislation and federal guidance to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion of or a reduction in program funding. - Collect, organize, analyze, and prepare material in response to requests for RESEA information. - Review and determine RESEA program statistics and trends and resolves operational problems. - Prepare administrative reports and studies and performs specialized research projects. - May develop program policies, procedures, standards and manuals in accordance with RESEA program objectives and goals. - May oversee the studies of analyses of operations and problems and the preparation of reports of findings and recommendations. - May monitor required program performance reports and recommend appropriate changes. - May assist in determining program statistics and trends and resolve operational problems. - May assist in developing and implementing effective techniques for evaluating the RESEA program. - May serve as a lead worker providing direction to others. - Perform other duties as assigned YOU QUALIFY WITH: -Graduation from an accredited four-year college or university plus two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency. -One year of full-time experience may be substituted for each year (30 semester hours) of education. -Experience and education may be substituted for one another.
