Job Description - Program Specialist (Remote) (822883) Job Description Program Specialist (Remote) - ( 822883 ) Description WHO WE ARE: Texas Workforce Commission connects people with careers across the state. While we are based in downtown Austin this position reports to the Program Manager of Program Policy remotely from anywhere in the State of Texas. The selected candidate must have a secure, dedicated workspace with reliable access to broadband internet service, ability to maintain a reliable and consistent work schedule and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. This position plays a critical role in ensuring the successful administration of the Temporary Assistance for Needy Families, Non-custodial Parent, and Supplemental Nutrition Assistance Program Employment and Training programs, and may also assist with the Workforce Innovation and Opportunity Act, Wagner-Peyser Act, and Trade Adjustment Assistance programs. WHAT YOU WILL DO: The Program Specialist V performs advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May serve as lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. YOU WILL BE TRUSTED TO: - Research, interpret, and analyze complex state and federal laws and regulations to determine their impact on program operations. - Write policy and rule-development documents for the effective administration of TWC services and activities. - Prepare state plans and reports for the Texas Legislature and federal agencies on the effectiveness of workforce programs. - Develop written analyses that describes policy and operational issues. - Provide technical assistance and guidance to 28 Local Workforce Development Boards to ensure workforce programs are operated according to TWC standards. - Prepare analyses of bills of the Texas Legislature to determine their impact on TWC policies, operations, and costs. - Respond to internal and external questions pertaining to workforce programs overseen by TWC. - May provide guidance or direction to others. - Perform other duties as assigned. YOU QUALIFY WITH: -Graduation from an accredited four-year college or university plus two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency. -One year of full-time experience may be substituted for each year (30 semester hours) of education. -Experience and education may be substituted for one another. YOU ARE A GREAT FIT WITH: - Experience with policy development. - Excellent writing skills and the ability to communicate effectively with a variety of audiences. - Excellent time management skills and the ability to juggle multiple, shifting priorities. - The ability to quickly learn complex new content and to gather, assess, correlate, and analyze facts. - Enthusiasm for producing high quality work products. - The ability to successfully collaborate in a team environment.
