The Program Supervisor - Full Service Partnership provides day-to-day administrative,
operational, and programmatic supervision of assigned Full Service Partnership (FSP) staff and supports
the delivery of intensive, community-based services to children, youth, and families. Under the direction of
the Program Manager, the Program Supervisor oversees staff performance and development, program
operations, census and caseloads, service delivery, outreach and engagement, documentation and data,
quality improvement, and contractual compliance. High Fidelity Wraparound (HFW) is the evidence-based
practice utilized within the FSP program, and the Program Supervisor supports staff implementation of
HFW principles, phases, fidelity expectations, and family-driven practices.


This is a non-clinical supervisory position. The Program Supervisor does not provide clinical supervision
or independently perform functions requiring clinical licensure.


Essential Duties and Responsibilities:


1. PROGRAM LEADERSHIP AND PERFORMANCE: Provides day-to-day administrative, operational,
and programmatic leadership for assigned FSP staff. Monitors census, staffing, caseload distribution,
service utilization, access, engagement, productivity, workflow, and overall program performance.
Identifies barriers and works with the Program Manager to implement staffing, workflow, and
corrective-action strategies while maintaining high-quality, family-centered services.
2. SUPERVISION AND ACCOUNTABILITY: Provides individual and group administrative supervision,
coaching, consultation, and performance feedback to assigned staff. Monitors attendance, workload,
timeliness, productivity, engagement, documentation, outcome requirements, teamwork, and adherence
to program expectations. Supports staff in resolving workflow barriers, team conflict, system barriers, and
stalled progress.
3. STAFF DEVELOPMENT AND RETENTION: Participates in recruitment, interviewing, hiring
recommendations, onboarding, orientation, and ongoing staff development. Ensures assigned staff
complete required agency, FSP, and HFW training within established timeframes. Coordinates with the
Fidelity Coach and licensed clinical staff to reinforce skills in facilitation, family engagement, natural
supports, conflict resolution, culturally responsive practice, post-crisis follow-through, and team planning.
Promotes a positive work environment that supports accountability, professional growth, morale, and
retention.
4. TIMELY ENGAGEMENT AND OUTREACH: Monitors compliance with FSP-HFW outreach and
engagement requirements, including timely response to referrals, persistent engagement, face-to-face
outreach expectations, warm handoffs, and required tracking. Ensures barriers are identified early and

that staff use alternate and culturally responsive engagement strategies when families are difficult to
reach.
5. TEAM MEETINGS AND CFT OVERSIGHT: Facilitates or ensures weekly FSP-HFW team meetings to
review service coordination, engagement, barriers, transitions, action items, and team responsibilities.
Participates in formal Child and Family Team (CFT) meetings as appropriate to observe staff practice,
reinforce HFW fidelity, support collaboration, and provide programmatic guidance. Ensures meetings
reflect shared ownership, follow-through, and family/youth voice and choice.
6. SERVICE COORDINATION AND SYSTEM PARTNERSHIPS: Ensures staff coordinate timely,
individualized, community-based services and supports with youth, families/caregivers, natural supports,
schools, child welfare, Probation, courts, healthcare providers, Tribes when applicable, and community
organizations. Monitors follow-through on Plan of Care strategies, referrals, resource connections, and
transition activities while ensuring staff function within their scope of practice.
7. ENROLLMENT, TRANSFER, TRANSITION, AND DISENROLLMENT: Oversees the administrative
and programmatic aspects of referral, enrollment, transfer, transition, and disenrollment. Ensures required
documentation, approvals, warm handoffs, continued services during transfer, and timely follow-up and
outcome entries. Clinical eligibility and level-of-care determinations remain the responsibility of
appropriately qualified clinical staff.
8. CLINICAL COLLABORATION: Works with the FSP-HFW Licensed Clinician and other clinical staff to
ensure timely consultation when assessment, diagnosis, medical necessity, risk evaluation, crisis
intervention, LPS-related decision-making, or other clinical judgment is required. Ensures staff promptly
communicate clinical concerns and follow recommendations from appropriately qualified clinicians.
9. HFW FIDELITY, FAMILY VOICE, AND CULTURAL RESPONSIVENESS: Supports implementation of
High Fidelity Wraparound as the evidence-based practice within FSP. Ensures staff apply HFW principles,
the Four Phases, family voice and choice, strengths- and needs-based planning, natural and community
supports, cultural and linguistic responsiveness, persistence, team-based planning, outcomes-based
practice, and transition planning. Supports meaningful inclusion of Tribal partners and applicable ICWA
requirements.
10. QUALITY ASSURANCE AND QUALITY IMPROVEMENT: Supports CQI, fidelity monitoring, audits,
corrective actions, technical assistance, and required learning communities. Monitors the completeness,
accuracy, and timeliness of program documentation and data, including service utilization, outreach and
engagement tracking, outcome measures, staffing information, critical incident follow-up, and
performance metrics. Uses data and feedback with the Program Manager, Quality Improvement, Fidelity
Coach, and other departments to strengthen staff performance and program implementation.
11. COMPLIANCE: Ensures assigned staff follow agency policies and procedures, FSP-HFW
requirements, LACDMH standards, Medi-Cal requirements, contractual obligations, documentation
timelines, training requirements, and applicable federal, state, and county regulations. Ensures staff
function within their professional scope and promptly escalates compliance concerns.
12. PERFORMANCE MANAGEMENT AND EMPLOYEE RELATIONS: Completes employee
evaluations, provides routine coaching and performance feedback, and supports performance
improvement and corrective-action processes in collaboration with the Program Manager and Human
Resources. Addresses performance concerns fairly, respectfully, and timely, while promoting teamwork,
accountability, conflict resolution, and employee development.
13. COMMUNICATION AND REPRESENTATION: Promotes clear and timely communication among
FSP-HFW staff, program leadership, clinical staff, Quality Improvement, Centralized Intake, Medical
Services, and external partners. Communicates program expectations, operational changes, and policy
updates and represents the program professionally in internal and external meetings as assigned.
14. CRISIS, AFTER-HOURS, AND SAFETY COORDINATION: Ensures staff understand and follow
program crisis-response, high-risk, and after-hours procedures and know how to access licensed clinical
consultation and emergency support. Supports operational coordination during urgent situations and
promptly escalates clinical and safety concerns. If the individual holds an active registration with the

California Board of Behavioral Sciences (BBS), they will participate in the FSP after-hours on-call
schedule as assigned, consistent with their professional scope, registration status, required clinical
supervision, agency policy, and LACDMH requirements.
15. SAFETY RESPONSIBILITIES: Ensures a hazard-free workplace, enforces Company safety
requirements and OSHA regulations, supports employee workers' compensation investigations, and
fosters a proactive safety culture. Ensures employees follow established safety protocols and promptly
report injuries, illnesses, hazards, or unsafe conditions. All employee-related injuries or illnesses must be
reported immediately to HR, and Nurse First Response (NFR) should be notified for assessment at (877)
246-8608, available 24/7/365.
16. PROGRAM DEVELOPMENT AND OTHER DUTIES: Participates in program development,
operational improvements, implementation of HFW practices, and agency initiatives. Recommends
improvements to service delivery, family engagement, fidelity, staff effectiveness, program sustainability,
and operational efficiency. Performs other duties as assigned by the Program Manager, Director, or
executive leadership.



Position Requirements:
● Bachelor's or master's degree in Human Services, Social Work, Psychology, Child Development,
Public Administration, or a related field, or an equivalent combination of education and relevant
experience consistent with FSP-HFW requirements.
● Valid California Driver's License, proof of automobile insurance, good driving record, and ability to
travel to fulfill the duties of the position.
● If the incumbent holds an active California Board of Behavioral Sciences (BBS) registration as an
ASW, AMFT, or APCC, participation in the FSP after-hours on-call schedule is required as
assigned and limited to activities permitted within the individual's scope and required clinical
supervision. BBS registration does not independently confer LPS authority.
● Minimum of four (4) years of behavioral health, child welfare, Wraparound, intensive
community-based, or related human services experience preferred, including demonstrated
supervisory, lead, or leadership experience.
● Prior experience in Wraparound or High Fidelity Wraparound strongly preferred.
● Working knowledge of California High Fidelity Wraparound Standards, the Four Phases, Ten
Principles, Child and Family Team practice, family voice and choice, natural supports, and fidelity
expectations.
● Familiarity with LACDMH, Medi-Cal, Specialty Mental Health Services, FSP-HFW requirements,
documentation standards, quality improvement, and outcome reporting preferred.


Work Environment:
The work environment is primarily an office, clinical, and remote or hybrid setting and may include
community-based locations when required by operational needs. The position may involve contact with
individuals experiencing significant behavioral health symptoms, psychiatric crises, or acute emotional
distress. Work schedules and in-office attendance are based on agency policy, department requirements,
and operational needs.
This is a hybrid position requiring in-office attendance a minimum of three (3) days per week, with the
ability to work remotely up to two (2) days per week based on operational needs and approval from
executive leadership.
