ORGANIZATIONAL CONTEXT

Within the Gaza operation, WFP will increasingly look to adopt market-based approaches to supporting economic recovery across the food system, and in support of achieving a variety of programmatic objectives. Doing so successfully requires careful analysis and planning to link together value chain and supply side interventions, with demand generation tools in the form of various CBT modalities and mechanisms, to craft programming that meets the urgent humanitarian and recovery needs of affected populations whilst contributing to efforts at the level of food and economic market systems. The post-holder will lead these efforts from the programme side in Gaza; working closely with others in the programme unit, as well as Supply Chain – Retail colleagues and others, to ensure coherent and impactful programming. The role will require a detailed understanding of market systems, contracting processes, value chain analysis; with an emphasis on food production, processing and commercial relationships, as well as the capacity to coordinate with a variety of focal points to identify and act on programme entry points and objectives.

This position is based in Gaza and will report to the lead for Programme Interventions, under the overall supervision of the Gaza Head of Programme.


JOB PURPOSE:

The Programme Policy Officer (Markets, Economic recovery and Resilience) will ensure operational planning, design, delivery, and field level assurance of market, food systems and economic recovery activities in Gaza, in close coordination with other Gaza field teams as well as technical focal points in the Palestine Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development and lead the implementation of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.

2. Provide project management support to specific and defined programmes and projects, including team management, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures and effective operation of WFP implementation cycles and systems. Ensure quality programmatic inputs to proposal development processes.

3. Ensure field level programme documentation and systems operate as required; adaption and enhancement, including preparing for the roll-out of new programme and operational approaches to improve the efficiency, effectiveness and accountability of emergency and recovery interventions.

4. Ensure the operation of data gathering and monitoring systems ensuring that rigorous quality standards are maintained, and to inform evidence-based decision making – including the visualization and articulation of programme processes, strategy and key recommendations.

5. Liaise with internal and external counterparts, including cooperating partners, suppliers, and market actors, to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

6.Coordinate closely with Programme, Supply Chain, and RAM colleagues to integrate market and supply chain insights into market based programme design and operations. This involves collaborating on data collection methodologies, sharing findings, and jointly identifying key market dynamics and supply chain vulnerabilities that could impact the feasibility and success of cash interventions.

7. Provide, together with CBT colleagues, recommendations for designing market based, economic recovery, and cash transfer programs that leverage market mechanisms effectively. Propose modalities such as cash vouchers, or market-based interventions tailored to local market conditions based on programmatic requirements and objectives.

8. Identify potential risks associated with cash-based interventions, such as fraud, inflation, or market distortions, and develop mitigation strategies to minimize these risks.

9. Facilitate the joint interpretation and analysis of the assessment results and formulation of recommendations for programmes and implementation guidelines based on evidence obtained.

10. Provide technical and operational training, coaching and guidance to support capacity strengthening across the programme team.

11. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree, preferably in project management, economics, business management, or related field.

Language: Proficiency in English, Arabic an advantage.

OTHER SPECIFIC JOB REQUIREMENTS

  • Has at least 3 years’ professional experience, with familiarity in WFP CBT and market-based interventions, processes, and protocols gained from exposure to contracting and logistics, and/or programmatic economic recovery initiatives.
  • Field level experience with WFP operations and demonstration coordination and negotiation capacity.
  • Strong background in operations, delivery, and/or assurance.
  • Experience working with suppliers, market-actors, government counterparts, and others.
  • Stakeholder and relationship management experience and excellent analytical and negotiation skills.
  • Has provided input into policy discussions and decisions.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Strong organizational skills, time -management and ability to carry out multiple tasks successfully.
  • Solid-interpersonal and communication skills.
  • Ability to communicate easily with operational and technical teams (e.g. nutrition, monitoring and evaluation etc.).
  • Ability to contribute to the implementation of programmes.
  • Good knowledge and practical experience in data record keeping, reporting, and data analysis.
