POSITION SUMMARY The Project Engineer II provides on-site technical, administrative, and project controls support for assigned construction projects. This position assists the Project Manager and Site Superintendent with the planning, coordination, execution, and monitoring of project activities to support successful completion in accordance with contract requirements, project schedules, budgets, quality standards, and safety requirements. The Project Engineer II supports cost management and analysis, scheduling, procurement, subcontractor coordination, project documentation, billing, and other day-to-day project operations. This position works closely with project management, field supervision, subcontractors, vendors, clients, and other project stakeholders to facilitate communication, resolve routine project issues, and maintain accurate and timely project information. ESSENTIAL JOB FUNCTIONS Project Operations & Coordination Supports the Project Manager and Site Superintendent with day-to-day construction operations, project coordination, and execution. Maintains regular communication with the Project Manager and Site Superintendent regarding project status, field conditions, schedule progress, procurement needs, risks, and other issues requiring attention. Reviews construction drawings, specifications, contract requirements, and other project documents to support field execution and identify potential conflicts or discrepancies. Coordinates with subcontractors and vendors regarding scopes of work, schedules, deliverables, materials, and project requirements. Participates in preconstruction, pre-job, progress, coordination, and weekly project meetings with clients, agencies, subcontractors, vendors, and internal project personnel. Facilitates the effective flow of project information between project leadership, field personnel, subcontractors, and other stakeholders to ensure timely and consistent communication. Works collaboratively with other company departments and business units as required to support project execution and organizational objectives. Project Controls, Cost & Scheduling Assists with the development, maintenance, and monitoring of short-term and long-term project schedules, including progress, milestones, procurement activities, and potential schedule impacts. Monitors assigned project costs, quantities, commitments, and production information and assists with preparation and maintenance of project cost reports and forecasts. Establishes and maintains accurate billing quantities and supports preparation of project billings, payment documentation, and other required cost information. Prepares and maintains daily job-cost reporting and other project reports as required. Assists in identifying project risks, conflicts, and potential cost or schedule impacts and Project Safety & Compliance Promotes and maintains a safe project site and work environment in accordance with company policies, project-specific requirements, and established safety programs and principles. Supports project leadership in reinforcing safety expectations and identifying and communicating potential safety concerns. Ensures project activities within assigned areas of responsibility comply with applicable laws, regulations, contract requirements, company policies, and project-specific procedures. Participates in project safety meetings, inspections, and other safety activities as required. Procurement & Subcontractor Management Coordinates material and equipment procurement activities, including identifying project needs, tracking approvals, expediting materials, and facilitating delivery and transportation to the project site. Assists with the development and administration of subcontractor scopes of work. Coordinates with subcontractors to monitor performance, schedules, documentation, and compliance with assigned scope and project requirements. Tracks material, equipment, and subcontractor requirements to support project schedules and field operations. Project Documentation, Quality & Contract Administration Maintains accurate daily field reports documenting labor, equipment, materials, work activities, schedule progress, site conditions, and photographic documentation as required. Assists with the preparation, tracking, and resolution of Requests for Information (RFIs), submittals, change documentation, and other project correspondence. Maintains accurate and organized project documentation and records to support contract compliance, project controls, quality requirements, billing, and project closeout. Supports project quality control activities, including coordination of documentation, inspections, testing requirements, corrective actions, and other quality requirements as assigned. Assists with project change management by gathering supporting documentation, tracking changes, and identifying potential cost or schedule impacts. Supports project closeout activities, including punch-list tracking, as-built documentation, warranties, operations and maintenance documentation, and required turnover materials. Team & Project Support Provides day-to-day work direction and coordination to assigned project support personnel, which may include Project Clerks and Project Engineer Interns. Performs assigned duties, responsibilities, and project tasks independently with minimal direction or oversight, escalating significant issues to project leadership as appropriate. Develops and maintains effective working relationships with clients, subcontractors, vendors, field personnel, internal departments, and other project stakeholders. Demonstrates initiative and follows assigned activities through to completion while keeping project leadership informed of status and concerns. Performs other duties as assigned within the scope of the position to support project and business operations. EDUCATION/TRAINING Bachelor’s Degree in Engineering, Civil Engineering, Construction Management, or similar relevant field. An equivalent combination of relevant education, training, and directly related construction experience of 3 years may be considered based on contract and project requirements. Additional construction management, scheduling, project controls, safety, or industry-specific training is preferred. AK - CESCL (Alaska Certified Erosion and Sediment Control Lead) Credentialed Transportation Worker Identification Card Holder (TWIC®) USACE Quality Control Management Certified EXPERIENCE Three (3) to six (6) years of progressively responsible experience in construction engineering, project engineering, construction management, or a related field. Experience supporting construction projects through multiple phases of execution, including scheduling, cost tracking, procurement, subcontractor coordination, documentation, and project closeout. Experience reviewing construction drawings, specifications, scopes of work, and other technical project documentation. Experience with project cost reporting, billing quantities, job-cost tracking, and subcontractor scope coordination is preferred. Previous experience providing work direction or oversight to project support personnel is preferred. SKILLS/ABILITIES Working knowledge of construction methods, terminology, drawings, specifications, scheduling, project controls, and construction documentation. Strong analytical and problem-solving skills with the ability to identify project issues, evaluate information, and communicate concerns appropriately. Ability to read, interpret, and understand construction drawings, specifications, contracts, scopes of work, and other technical documentation. Ability to organize and maintain project records, cost information, schedules, procurement logs, submittals, RFIs, and related documentation. Demonstrated ability to develop and maintain daily job-cost reporting and track project quantities and costs. Ability to coordinate subcontractor scopes of work and monitor associated project requirements. Strong organizational and time-management skills with the ability to manage multiple priorities and deadlines in a fast-paced construction environment. Effective verbal and written communication skills with the ability to interact professionally with clients, agencies, subcontractors, vendors, management, and field personnel. Ability to work independently with general direction while effectively collaborating as part of a project team. Demonstrated initiative and ability to follow assignments through to completion. Ability to provide appropriate work direction and coordination to assigned project support personnel. Proficiency with Microsoft Office applications. Experience with Trimble Business Center and road design software is preferred. Ability to exercise sound judgment and maintain professionalism, integrity, and confidentiality when handling project and business information. PHYSICAL DEMANDS Regularly operates a computer and other office equipment, requiring repetitive hand, wrist, and finger movements. Frequently communicates with employees, subcontractors, clients, and other project personnel in person, by telephone, and through electronic communication. Regularly sits, stands, and walks for extended periods. Frequently walks through active construction areas and may be required to navigate uneven terrain, stairs, ladders, temporary walkways, and other jobsite conditions. May occasionally bend, stoop, kneel, crouch, reach, or climb as necessary to access and observe project work areas. Must be able to wear required personal protective equipment (PPE) while on the project site. May occasionally lift, carry, push, or pull materials, documents, equipment, or other items weighing up to 25 pounds. Must have sufficient visual and auditory ability to observe construction activities, review plans and documentation, and safely navigate an active construction environment. WORK ENVIRONMENT The working conditions for this position may include the following: This is an on-site position where work is primarily performed at an assigned construction project location, including both project office and active construction environments. Work may be performed indoors and outdoors and may involve exposure to varying or extreme weather conditions depending on the project location. Regular exposure to active construction environments involving heavy equipment, moving machinery, construction vehicles, elevated noise levels, dust, dirt, fumes, odors, electrical or mechanical hazards, and other conditions typically associated with construction sites. Work may be performed around excavation areas, uneven surfaces, temporary structures, and ongoing construction activities. Required PPE must be worn in designated work areas and in accordance with company, client, and project-specific safety requirements. SPECIAL REQUIREMENTS Must possess a valid and unrestricted driver’s license. Must be able to pass pre-employment background screening. Must be able to meet applicable project, client, and site-access requirements. Must comply with company, client, and project-specific safety requirements and procedures. Must be available to work the schedule necessary to support project requirements, which may include extended hours, evenings, nights, weekends, holidays, or schedule adjustments based on construction activities, project milestones, or operational needs. Must be able to travel locally or to other project locations as required. Position may require up to 50% travel.
