Summary
The Project Financial Reporting Manager serves as the functional lead for Deltek Costpoint and the financial reporting that comes out of it. This role makes sure project data is set up correctly, flows accurately into the general ledger, and becomes reliable reporting that leadership can use to make decisions. The position partners closely with the Controller to keep Costpoint accurate and aligned with contract requirements. HSAG works largely under cost-reimbursement government contracts, so familiarity with indirect rates, funding, and cost allowability is a strong advantage.
Reporting is central to the role. The position builds and improves reports and dashboards in Costpoint and Cognos, works with project managers and leadership to keep budgets, actuals, and forecasts accurate, and presents financial results clearly in executive settings. It also supports RFP and proposal development, including budgeting and pricing, often under tight timelines.
Essential Competencies, Duties and Responsibilities
Costpoint Ownership and Financial Reporting
- Serve as the functional lead for Deltek Costpoint across the project, billing, and general ledger modules, supporting budgeting, billing, reporting, and cost tracking, and monitor data integrity between Costpoint, budget models, and the general ledger
- Oversee project setup and maintenance, including structures, billing terms, and labor categories, and keep revenue and billing setup in line with approved revenue recognition policy
- Independently build, maintain, and improve Cognos reports and dashboards for budget-to-actual, revenue, billing, and cost reporting
- Manage Costpoint security roles, user access, and workflows, and work with IT and Deltek on upgrades, integrations, and system issues
- Document processes, assist with policies and procedures, and cross-train staff so system support and reporting stay covered during absences or turnover
- Support improvements to budget models, planning processes, and reporting workflows, using Costpoint AI tools such as DELA to improve efficiency and identify issues
Accounting Function
- Review revenue, costs, and billings against contract terms and recorded activity, and resolve discrepancies
- Maintain indirect rate structures in Costpoint, prepare rate analysis and true-up calculations, and flag potentially unallowable costs for review
- Support month-end close and prepare schedules and supporting data for incurred cost submissions and government audits at the direction of the Controller
Funding, Billing, and Cash Flow Reporting
- Track funded and unfunded amounts, ceilings, and burn rates by contract, and flag funding gaps early to leadership
- Support billing and invoicing by CLIN and task order, reconcile billings to contract terms, and resolve billing issues that affect cash
- Produce AR aging, unbilled revenue, and work-in-process reporting that supports weekly cash flow and collections reviews
- Follow internal controls and documentation standards, including file naming and storage, so reporting is consistent and audit ready
Budgeting and Financial Planning
- Manage budgeting and forecasting, including annual budgets, projections, and long-range planning, and own the project financial lifecycle from budgets and work plans through estimate-to-complete and contract closeout
- Analyze budget-to-actual and forecast results, identify variances, and give leadership well-supported analysis and practical recommendations
RFP and Proposal Support
- Support RFP and proposal development, including budget preparation and narrative, with full compliance with RFP requirements and close attention to accuracy
- Partner with the Controller on pricing strategy aligned with RFP criteria, using Costpoint data, cost structures, and rates to support accurate and competitive pricing
- Work with proposal teams and project managers to keep financial components consistent across each submission, and present them clearly to executive management
Additional Tasks
- Perform ad hoc financial analysis and reporting as needed, with occasional extended work hours around project deadlines
- Take initiative to research and resolve issues before escalation, anticipate needs, and recommend solutions
Education and/or Experience
- Bachelor’s degree in accounting, MBA preferred
- Minimum 6 years of progressive accounting, budgeting, or financial management experience
- Hands-on experience with Deltek Costpoint preferred, including project setup, configuration, revenue and billing setup, data integrity, and financial reporting
- Cognos or other BI experience preferred, including independently building and maintaining reports and dashboards
- Government contracting and cost accounting experience preferred, including indirect rates, FAR allowability, cost-reimbursement contracts, and audit support
Other Qualifications
- Advanced Excel skills, including financial modeling, data analysis, pivot tables, lookups, and management reporting
- Experience using AI and financial systems to improve efficiency and data quality
- Executive presence, sound judgment, and strong interpersonal skills, with the ability to work independently, manage multiple priorities, and meet deadlines
