Position Overview
The Project Labor Compliance Specialist administers day-to-day labor compliance for renewable-energy construction projects and serves as a field-facing liaison between project teams, subcontractors, and the internal compliance team. The position supports Inflation Reduction Act prevailing-wage requirements, Davis-Bacon and related labor standards, certified payroll review, job-classification mapping, documentation readiness, and timely resolution of project-level compliance issues.
This role is highly execution-oriented and helps projects remain audit-ready throughout the project lifecycle. The Specialist works closely with project managers, superintendents, foremen, payroll, finance, external consultants, and trade partners to implement consistent workflows, identify discrepancies, communicate requirements, and drive corrective actions to closure.
Apprenticeship responsibilities are limited to confirming that individuals identified as apprentices have current registration or other required eligibility documentation before they are treated as apprentices on an IRA-covered project. This position does not own apprentice utilization, ratio, or labor-hour tracking.
Essential Functions
IRA and Prevailing Wage Compliance Administration
• Administer and reinforce BUILD Renewables’ IRA prevailing-wage compliance processes across assigned projects.
• Review project contracts, owner requirements, wage determinations, and related labor-compliance obligations; maintain clear project-specific requirements and deadlines.
• Review wage classifications, base wage rates, fringe-benefit requirements, overtime treatment, and approved conformances to help ensure the correct requirements are applied.
• Maintain project records, findings, and corrective-action status in company compliance platforms and tracking tools, including Compliance when applicable.
• Monitor project compliance health, identify developing risks, and promptly escalate material deficiencies, repeated non-responsiveness, or potential underpayments.
• Support project startup, active construction, and closeout activities related to prevailing-wage compliance and required labor documentation.
Certified Payroll and Documentation Review
• Coordinate the weekly collection, review, and tracking of certified payroll reports and Statements of Compliance from contractors and subcontractors.
• Review certified payroll records for completeness and consistency, including worker identity, workweek, project, classification, hours, base rate, fringe benefits, overtime, deductions, and certification status.
• Compare reported classifications with work performed and supporting site records; coordinate clarification and correction when discrepancies are identified.
• Document deficiencies, request revised or corrected records, monitor remediation, and confirm that corrective actions are completed and retained.
• Confirm that individuals represented as apprentices have the registration or eligibility documentation required for project work and compliance reporting; escalate missing, expired, or inconsistent documentation.
• Maintain organized electronic records that are complete, traceable, and readily available for internal review, owner requests, tax-credit diligence, or audit support.
Field and Project Liaison
• Serve as a primary field-facing compliance contact for assigned projects and facilitate communication between project leadership, trade partners, and the internal compliance team.
• Coordinate with project managers, superintendents, and foremen to integrate labor-compliance workflows with mobilization, staffing, timekeeping, and construction schedules.
• Provide practical guidance and education to site teams and subcontractors regarding prevailing-wage requirements, certified payroll expectations, documentation standards, and submission deadlines.
• Conduct project-site visits as needed to support implementation, compare reported classifications with observed work, resolve questions, and reinforce required processes.
• Communicate project changes, reporting gaps, and field observations to the appropriate stakeholders and support timely issue resolution.
Reporting and Audit Readiness
• Prepare periodic compliance summaries, status reports, exception lists, and supporting documentation for internal stakeholders, project owners, consultants, and auditors.
• Support periodic project-level reviews and audits; document findings, assign follow-up items, and monitor corrective actions through completion.
• Assist with responses to owner inquiries, external audits, funding or agency requests, and tax-equity diligence related to labor compliance.
• Maintain documentation through project closeout and confirm that required records are complete, current, and retained according to company and project requirements.
Contractor and Stakeholder Coordination
• Maintain professional, proactive communication with contractors and subcontractors to secure timely reports, certifications, corrections, and supporting records.
• Coordinate with Payroll, Finance, Human Resources, Project Management, Legal, and external consultants to resolve classification, wage, fringe, timekeeping, and documentation issues.
• Track open requests and recurring deficiencies, follow up consistently, and elevate unresolved issues to management when project risk increases.
Process Improvement
• Develop, document, and improve compliance procedures, checklists, templates, and standard operating procedures.
• Support implementation and optimization of compliance software, reporting tools, and standardized project workflows.
• Stay informed about evolving IRA guidance, Davis-Bacon requirements, certified payroll standards, and prevailing-wage compliance practices.
• Perform other duties as assigned that are consistent with the position’s labor-compliance scope.
Education and Work Experience
• High school diploma or equivalent required; associate or bachelor’s degree in business administration, construction management, accounting, human resources, or a related field preferred. Equivalent relevant experience will be considered.
• Two or more years of experience in labor compliance, certified payroll, construction administration, payroll reporting, renewable energy, project coordination, or a related field; project-site experience is strongly preferred.
• Working knowledge of prevailing-wage requirements, Davis-Bacon principles, wage determinations, worker classifications, fringe benefits, and certified payroll reporting preferred.
• Working knowledge of the documentation required for an individual to be recognized as an apprentice on an IRA-covered project; advanced apprentice ratio or utilization administration is not required.
