Description Location: REMOTE / TELEWORK Position Summary: This role provides project management leadership for federal financial management and Interagency Agreement (IAA) / Interagency Reimbursable Work Agreement (IRWA) support services to the U.S. Coast Guard's Reimbursable Management Division (CG-835). The Project Manager serves as Key Personnel and the contractor's single point of contact with the Contracting Officer (KO) and Contracting Officer's Representative (COR), leading a small team of financial management analysts supporting the full life cycle of IAAs and IRWAs on behalf of CG-835's direct customers under the Chief of Staff, Deputy Commandant for Operations, and Deputy Commandant for Systems. This position drives process improvement, supports agile transformation, and leverages tools like Microsoft SharePoint and the Power Platform to optimize how CG-835 manages its reimbursable portfolio. Responsibilities: Serve as the single point of contact for the KO and COR on all contractual and technical matters Be available by phone 0800–1600 local time, Monday–Friday; respond to technical issues within 4 hours of notification Notify the Contracting Officer no less than 15 business days in advance of any Key Personnel changes, with written justification and proposed substitute qualifications Deliver monthly status reports to the COR covering work performed, technical progress, schedule status, and recommendations Provide bi-weekly IRWA & IA status reports on current and prior year life-cycle activities from program requirements through closeout, including Receipt, Performance & Acceptance documentation Lead projects that optimize systems and improve business processes across CG-835 operations Produce strategic reports identifying gaps, recommended improvements, and implementation plans for modernizing IAA/IRWA life-cycle processes Support agile transformation across the enterprise, including implementing practices such as Scrum or Kanban, modernizing governance and compliance frameworks, and developing training materials and playbooks to institutionalize new practices Design pilots and proof-of-concept efforts to validate delivery approaches and define success metrics Conduct annual process reviews to measure performance and identify areas for continuous improvement Optimize collaboration and workflow automation tools with a focus on Microsoft SharePoint and the Power Platform (PowerApps, Power Automate, Power BI) Apply AI tools for data analysis, risk prediction, and automated reporting to support data-driven decisions Define and operate a metrics dashboard; report trends impacting mission responsiveness, cost, and risk Lead and oversee contractor staff, ensuring professional conduct that reflects positively on the U.S., DHS, and USCG Designate and maintain an alternate PM with full authority to act in your absence Ensure all contractor employees comply with USCG rules, regulations, safety, and security policies, and complete required DHS IT Security Awareness Training and DHS Rules of Behavior Performs other related duties as assigned Requirements Required Qualifications: Bachelor's degree with 4 years of experience in a relevant specialty (federal financial management, program/project management, interagency agreements, or federal acquisition); OR 12 years of equivalent experience with at least 6 years in a relevant specialty (no degree required) Demonstrated experience in federal project or program management, preferably supporting DHS, DoD, or a CFO-Act agency Working knowledge of Interagency Agreements (IAAs), Interagency Reimbursable Work Agreements (IRWAs), and federal intra-governmental transaction processes Familiarity with federal financial management systems, including USCG FSMS, APMS, General Ledger platforms, and/or U.S. Treasury's G-Invoicing system Understanding of applicable federal law and policy, including the Economy Act (31 U.S.C. §1535), appropriations law, and DHS/USCG IAA policy and procedures Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) Experience with Microsoft SharePoint and the Power Platform (PowerApps, Power Automate, Power BI) Familiarity with AI-driven tools for data analysis, reporting, or workflow automation Excellent written and verbal communication skills in English Strong organizational and analytical skills with a track record of managing complex, multi-stakeholder programs Proven ability to manage and lead small teams in a federal contractor environment Comfortable operating in a 100% remote, government-supported technology environment Strong communication and stakeholder engagement skills at the senior executive level Consistent attention to details with the ability to identify discrepancies Ability to organize necessary resources, including people, tools and time to meet tight deadlines, achieve desired results Working knowledge of Quickbooks, Unanet, or accounting software system preferred Ability to prioritize and handle project meeting deadlines Preferred Qualifications: PMP (Project Management Professional) or equivalent certification Experience supporting USCG, DHS, or other federal financial management organizations Familiarity with the GSA OASIS+ contract vehicle and federal task order environments Experience with agile methodologies (Scrum, Kanban) in a federal context Prior experience as a Contracting Officer's Representative (COR) or supporting COR functions Knowledge of G-Invoicing and federal Buy/Sell transaction frameworks Experience with DHS financial reporting, audit readiness, or CFO Act compliance activities Other Requirements: U.S. citizenship required Must be able to obtain a Common Access Card (CAC) via the Coast Guard MP ICAM system if recurring system or facility access is required Must complete DHS IT Security Awareness Training within 30 days of contract award and annually thereafter Must sign DHS Rules of Behavior prior to accessing any DHS systems or sensitive information No conflicts of interest with U.S. Government employment Occasional off-hours work including evenings, weekends, or holidays may be required to meet task order requirements Physical Demands: The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work environment: Generally, an office-type position. The noise level in the work environment is usually quiet in office settings and moderate in other situations. This is primarily a work-from-home position, with some travel to Corporate Office area as needed.
