Yolk Digital is engaged by the Department of Home Affairs to provide an experienced Project Manager to plan and run ICT projects, owning day-to-day delivery across scope, schedule, budget, resourcing, risks and stakeholders.
You'll be accountable for hitting milestones and deliverables within time and budget, using the right methodology (Agile, Waterfall or hybrid) and heading off problems early with practical risk management and contingency plans. The work spans complex ICT environments, including IT service management, cybersecurity, enterprise software, infrastructure uplift and digital transformation.
You'll work with business stakeholders, sponsors, technical teams, vendors and end users, running workshops and decision-making forums and translating technical detail into clear communication for different audiences. You'll also support assurance, controls and compliance, oversee testing, user acceptance and deployment, and hand skills and documentation across to departmental staff so the capability stays with the department.
Location
ACT. Hybrid. You must work full time on site for the first 3 months, or until you understand the department's ICT landscape, requirements and project objectives. After that you must be on site in Canberra at least 3 days per week, subject to approval and the ICT Contractor Working from Home Guidelines. Remote work costs (for example travel, accommodation, utilities and equipment) are your own responsibility.
Duration
Commencing 2 November 2026, with the initial contract running to 30 June 2027 and 2 extension options of 12 months.

Key Responsibilities
* Manage project scope, schedule, budget, resourcing, risks, issues, procurement, stakeholder engagement, change control, governance and reporting
* Document a management plan that identifies the actions required to realise benefits
* Prepare timely, accurate and high-quality reports and project documents
* Lead and support the planning, coordination and delivery of ICT projects within complex environments
* Define project scope, objectives, deliverables, schedules, budgets and resource requirements

* Support project assurance, controls, compliance and reporting activities
* Apply relevant government frameworks, standards and best practices to project delivery
* Translate technical information into clear and concise communications for diverse stakeholders
* Oversee testing, user acceptance, implementation and deployment activities
* Ensure solutions meet business requirements, technical standards and organisational policies
* Provide advice, analysis and recommendations to support informed decision-making and risk-based remediation
* Contribute to ICT initiatives, including IT service management, cybersecurity, enterprise software, infrastructure uplift and digital transformation projects
* Travel interstate as required

Essential Criteria
1. Financial management: Level 4 (SFIA). Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making.
2. Organisational change management: Level 5 (SFIA). Develops the change management approach and a change management plan in collaboration with sponsors, users and project teams. Creates and implements action plans to ensure everything is ready for the change before going live. Acquires change management resources and develops their capabilities to deliver the required changes. Gathers feedback to allow timely improvements to the change management plan and approach. Assesses risks and takes preventative action. Develops and communicates tailored change management plans for senior stakeholder groups. Provides guidance and makes suggestions to support change sponsors.
3. Project management: Level 5 (SFIA). Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances.
4. Requirements definition and management: Level 4 (SFIA). Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source.
5. Stakeholder relationship management: Level 5 (SFIA). Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.

* Performance management: Level 4 (SFIA). Provides operational direction, support and guidance to assigned colleagues. Allocates routine tasks or project work, in line with team objectives and individual capabilities. Monitors quality and performance against agreed criteria to make learning recommendations or to escalate concerns. Coaches colleagues in developing target skills and capabilities in line with team and personal goals. Facilitates effective working relationships between team members.
