Job Summary
As a Project & Portfolio Management Excellence Consultant, you are responsible for establishing and institutionalizing a practical Project and Portfolio Management (PPM) system across the organization.Job Description
We are looking for a Project & Portfolio Management Excellence Consultant to create a clear line of sight from strategy to execution, connecting organizational goals and priorities to portfolios, programs, projects, and measurable business outcomes. The consultant will design the framework, build governance standards and tools, pilot them on live initiatives, drive adoption, and transfer ownership to designated internal stakeholders. This position will be full-time and hybrid in Mandaluyong City.
What You'll Do
- Design and implement an end-to-end Project and Portfolio Management operating model connecting strategy, goals, portfolios, programs, projects, and benefits realization
- Define portfolio structures, initiative taxonomy, ownership models, and information standards to establish a single view of strategic initiatives
- Develop practical demand intake and prioritization processes based on strategic alignment, business value, urgency, risk, dependencies, and resource considerations
- Clarify accountabilities, governance structures, and decision rights across sponsors, portfolio owners, project leaders, and delivery teams
- Establish portfolio management practices that improve visibility, accountability, and strategic execution
- Establish governance frameworks, project lifecycle standards, stage gates, escalation paths, and delivery controls
- Define portfolio, program, and project review cadences, including steering committees, governance forums, retrospectives, and post-implementation reviews
- Develop practical decision-making frameworks for selecting Agile, Waterfall, Hybrid, or lightweight delivery approaches based on business needs and project complexity
- Create templates, playbooks, and tools including business cases, project charters, roadmaps, milestone plans, RAID logs, dependency logs, status reports, benefit trackers, and lessons-learned documents
- Ensure governance balances control, usability, speed, and business value
- Define portfolio data standards and reporting practices that provide accurate visibility across strategic initiatives
- Design and implement portfolio and project dashboards using available reporting and analytics tools
- Establish project and portfolio metrics that measure delivery performance, value realization, benefits achievement, and organizational impact
- Enable executive reporting that supports informed decision-making through clear visibility into risks, dependencies, priorities, and performance
- Define requirements for future PPM technology enhancements, automation opportunities, and reporting capabilities
- Apply the framework to selected live programs and projects to validate effectiveness and practicality
- Refine standards, tools, governance processes, and reporting based on stakeholder feedback and adoption outcomes
- Coach project managers, program leads, initiative owners, and business stakeholders on project and portfolio management best practices
- Develop training materials, playbooks, and guidance documents to support capability development
- Support the establishment of a Project and Portfolio Management community of practice
- Establish ownership models and governance structures to sustain the PPM framework beyond the engagement
- Transfer knowledge, tools, standards, and operating responsibilities to designated internal stakeholders through structured coaching and handover activities
- Develop a maturity roadmap identifying future improvement opportunities and capability development priorities
- Provide recommendations for automation, AI-enabled reporting, portfolio insights, and future operating model enhancements
What You'll Need
Required:
- Demonstrated experience building, transforming, or significantly enhancing Project Management Office (PMO) or Project & Portfolio Management capabilities
- Strong experience in project, program, and portfolio management environments
- Ability to translate organizational strategy into structured portfolios, programs, and initiatives
- Practical experience with Agile, Waterfall, Hybrid, and adaptive delivery methodologies
- Experience establishing governance models, project standards, operating procedures, portfolio reporting, and executive dashboards
- Strong facilitation skills with the ability to guide prioritization, governance, and executive decision-making discussions
- Experience driving organizational adoption and change management initiatives
- Proven capability in coaching project managers, program leaders, and business stakeholders
- Strong analytical, problem-solving, stakeholder management, and executive communication skills
- Experience working with portfolio reporting and visualization tools such as Excel, Power BI, or similar Project and Portfolio Management platforms
Preferred:
- Experience within Global Business Services (GBS), Shared Services, enterprise transformation, or complex multi-functional organizations
- Professional certifications such as PMP, PRINCE2, PMI-ACP, Scrum, Agile, SAFe, or equivalent
- Experience implementing automation, AI-enabled reporting, or decision-support capabilities within Project and Portfolio Management functions
- Experience establishing enterprise-wide governance, portfolio management, and strategic execution frameworks
- Experience supporting organizational maturity and capability development initiatives
