POSITION SUMMARY: The Proposal & Business Operations Manager is a multifaceted professional responsible for supporting the company’s business development, proposal management, corporate documentation, and day-to-day business operations. This position plays a key role in coordinating and developing competitive proposals for Government contracts while also ensuring accurate, professional, and compliant corporate documents and providing basic accounting and administrative support.
The ideal candidate is highly organized, detail-oriented, deadline-driven, and comfortable managing multiple priorities in a government contracting environment. The position requires strong written and verbal communication skills, excellent document production capabilities, and the ability to coordinate information from technical, operational, financial, and executive stakeholders.
Requirements
ESSENTIAL RESPONSIBILITIES:
Proposal Management & Development:
- Manage the proposal development process from solicitation review through submission, ensuring compliance with solicitation requirements, instructions, and deadlines.
- Review Requests for Proposals (RFPs), Requests for Information (RFIs), Sources Sought notices, and other government solicitation documents.
- Develop and maintain proposal schedules, compliance matrices, outlines, proposal templates, and submission checklists.
- Coordinate proposal activities and deadlines among executives, subject matter experts, technical personnel, contracts personnel, and other contributors.
- Draft, edit, format, and assemble proposal responses, including technical, management, past performance, corporate experience, and other proposal sections.
- Assist in developing compelling and compliant proposal narratives based on company capabilities, customer requirements, and solicitation evaluation criteria.
- Track proposal action items, assignments, questions, reviews, and approvals through final submission.
- Conduct quality-control reviews for accuracy, consistency, completeness, formatting, and compliance.
- Coordinate color-team or other proposal reviews as appropriate.
- Maintain organized proposal files, templates, reusable content, resumes, past performance information, and corporate boilerplate.
- Support post-submission activities, including clarification requests, amendments, and other government communications as directed.
- Assist with proposal lessons learned and continuous improvement of proposal processes.
Corporate Document Production & Desktop Publishing:
- Develop, format, and maintain professional corporate policies, procedures, reports, presentations, forms, and other business documents.
- Perform desktop publishing and document formatting using Microsoft Word, PowerPoint, Excel, Adobe Acrobat, and other applicable software.
- Ensure corporate documents maintain consistent branding, formatting, terminology, and visual presentation.
- Prepare documents for internal and external distribution, including conversion to PDF and electronic submission requirements.
- Maintain document templates and standardized corporate formats.
- Assist with development and maintenance of corporate policy and procedure manuals.
- Maintain version control and organized electronic document repositories.
Business Operations & Administrative Support:
- Provide day-to-day operational support to company leadership and business functions.
- Maintain calendars, trackers, spreadsheets, records, and other operational tools as needed.
- Coordinate internal meetings, action items, deadlines, and follow-up activities.
- Prepare reports, presentations, correspondence, and management documents.
- Assist with maintaining corporate records and organizational information.
- Support internal process improvement initiatives and development of standardized business procedures.
- Handle confidential company information with discretion and professionalism.
Basic Accounting / Accounts Payable:
- Support routine accounts payable activities, including receipt, review, coding, and processing of invoices.
- Maintain invoice and payment records and assist with reconciliation of accounts payable information.
- Coordinate with vendors and internal personnel regarding invoices, purchase orders, and payment documentation.
- Maintain organized accounting documentation and supporting records.
- Assist management or the company’s accounting personnel with basic financial reporting and administrative accounting tasks.
- Perform data entry and maintain accurate financial spreadsheets and records.
- Support month-end administrative accounting activities as requested.
SECURITY CLEARANCE: TS/SCI with polygraph is required. However, candidates with any level of clearance, including those with no clearance but who are deemed eligible, may be considered.
QUALIFICATIONS:
- Bachelor’s degree in Business Administration, Accounting, Communications, English, Marketing, or a related field, or equivalent relevant experience.
- 10–15 years of experience in proposal management, business operations, administration, government contracting, or a related environment.
- 10 years of experience managing black-hats, building outlines, and proposal compliance.
- Strong proficiency with Microsoft Office, particularly Word, Excel, and PowerPoint.
- Strong desktop publishing and document formatting skills.
- Excellent writing, editing, proofreading, and organizational skills.
- Ability to manage multiple projects and deadlines simultaneously.
- Strong attention to detail and commitment to producing accurate, high-quality work.
- Ability to work independently while coordinating effectively with executives, technical personnel, and other stakeholders.
- Ability to handle confidential and sensitive business information appropriately.
- 5 years of experience reviewing invoices, accounts payable, accounts receivable.
- 5 years of experience maintaining document templates and standardized corporate formats
PREFERRED QUALIFICATIONS:
- Experience supporting a government contractor or federal contracting organization.
- Familiarity with federal Government solicitations, including RFPs, RFIs, RFQs, and Sources Sought notices.
- Experience developing or managing government proposals.
- Familiarity with the Federal Acquisition Regulation (FAR) and applicable agency supplements.
- Experience with proposal compliance matrices and structured proposal development processes.
- Experience with Adobe Acrobat and advanced Microsoft Word formatting.
- Experience with accounting or accounts payable software.
- Familiarity with Government proposal portals and electronic submission requirements.
- Experience maintaining corporate policies, procedures, and controlled documents.
WORK ENVIRONMENT:
- 40-hour work week.
- This position requires daily interaction with Corporate Directors and Officers on a wide variety of topics.
- This is a hybrid position requiring 3 days at our Corporate Office located in Hagerstown, MD.
PAY RANGE:
Pay Range: $70,000 - $130,000 a year
Ascensus Global (AGI) pay range and level are general guidelines for this job. Several factors, including education, geographic location, contract labor categories, experience, knowledge, skills, and abilities, or market data, determine the final salary.
