Proposal Manager

Information Technology Strategies, Inc. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking a Proposal Manager to work for our company. Summary: This position will be supporting Information Technology Strategies Business Development team. Will be responsible for the management of the entire proposal lifecycle, ensuring high-quality, compliant submissions that meet deadlines. Will oversee and provide direction to proposal teams, coordinating efforts to ensure successful outcomes. Will be responsible for providing proposal and project management support and oversight for new and existing projects and proposals. Will require a hands-on approach for proposal management and execution. Will manage the proposal and business development teams activities including providing direction to proposal teams. Will be responsible for leading the proposal team through the entire proposal and capture management processes, including scheduling meetings, developing win strategies, guiding content development, and ensuring compliance. Will assist in identifying risks and effectively manage the team's resources and project plans. Will be responsible for developing high-quality and compliant proposals, monitoring deadlines, and reporting proposal status. Will support leadership and other Proposal Team members in business development meetings, review proposal documents, and contribute to identifying and securing subcontracting opportunities. Will develop strategies and plans to achieve overall business goals in the IT Government Contracting space, including target agencies, growth planning, and market positioning. Will identify and secure new business opportunities through research, cold calling, networking, site visits, and partnerships. Will support management and tracking of opportunities through CRM software. Will support outreach efforts and maintain an understanding of evolving bid strategies. Requirements: Must be eligible to obtain a U.S. Government SECRET / TOP SECRET Clearance. (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies) 5+ years of business development, proposal management, or sales experience in the Federal Government IT contracting space. 10+ years of overall business development experience in the Information Technology field. Must have proven hands-on experience with major Federal government procurement strategies (T&M, FFP, performance-based) and contract vehicles (IDIQs). Must have experience with business development for Federal agencies (e.g., DHS, DOD, DLA). Must have extensive experience with Federal Government contracting process and analyzing and understanding government RFPs and ability launch a proposal effort shortly after RFP release. Must have the ability to analyze solicitations in light of bid/no-bid scenarios. Must have experience developing and submitting compliant and winning proposals. Must have strong technical writing skills. Must have experience using GovWin or an alternative marketing intelligence tool. Must have a high comfort level dealing, and interacting effectively, with staff at all levels of the organization. Must have demonstrated experience and leadership in managing comprehensive, strategic marketing programs to advance a company’s vision and goals. Strategic thinker with the ability to set priorities based on customer needs and organizational priorities and preferences. Flexibility, adaptability, and the ability to effectively manage through change and transition. Strong computer skills with proficiency in spreadsheet, word-processing, presentation software applications, and familiarity in database and CRM software. Must have previous oral presentation experience and excellent oral and written communication skills. Preferences: Previous experience working with the DoD and DHS. An M.S. or MBA. An active secret clearance. PMP and/or Scrum Master and/or ITIL certification. Previous experience working with the following technology suites: Agile Scrum, Microsoft SharePoint (All versions including SharePoint 2013), MS Project, MS Office Suite, Microsoft Visio, Amazon Web Services, JIRA.
