Proposal Manager This position is Remote and can be based anywhere within USA. MD/DC/VA area is preferred. Axiom Consultants is an award-winning, woman-owned small business that helps federal agencies solve their toughest missions, and we are looking for a Proposal Manager who thrives under deadline pressure and turns complex solicitations into winning proposals. As our Proposal Manager, you will lead and manage all phases of the proposal development process in response to U.S. government requests for proposals (RFPs). You will help identify proposal opportunities; manage all aspects of proposal preparation, revision, and submission; and orchestrate inputs from the technical, management, and finance teams. You will work shoulder-to-shoulder with Axiom leadership and customer project teams, including subject matter experts, developers, and project managers, to deliver compliant, compelling, and on-time proposals. Essential Duties and Responsibilities include but are not limited to the following: Owns all bids and proposals, including RFI's, RFQ's, RFP's (RFx's), and a variety of informal requests for product and project information Leads proposal development for oral presentations. Coordinates with teams for scripting, storyboarding, slide development, and rehearsal of the presentation team. Applies proven ability to use end-to-end capture-to-proposal tools/platforms to help drive the transition from capture to a coordinated proposal effort. Develops and maintains compliance matrices, requirements traceability, annotated outlines, and proposal schedules; performs requirement shredding of the RFP, PWS/SOW, Sections L and M, and evaluation criteria. Plans and leads color-team reviews (Pink, Red, Gold, and White Glove) and drives recovery and final production. Ensures 100% compliance with all RFP instructions, evaluation criteria, and submission requirements prior to submission. Collects and incorporates all technical, management, and pricing content in accordance with established formats and approved schedules Schedules reports on proposal activities to the business development team and executive leadership Manages and schedules resources, project timelines, and production efforts to ensure timely support on proposal responses and partnership needs Consults with technical, capture, pricing, and other Subject Matter Experts (SMEs) to ensure strategic presentation and flow of content to maximize win probability Establishes proposal best practices and policies Supports writing and editing for RFIs, white papers and proposals Assists in the analysis of proposal outcomes Helps and coordinates data calls Refines and manages SharePoint site for proposal status tracking and placement of proposal artifacts Qualifications: Excellent writing, communication and presentation skills, with demonstrated experience preparing and managing government proposals and grants. Knowledge of government contract types, GSA and FAR preferred Extensive understanding of capture plans and proposal process APMP certification (Foundation, Practitioner, or Professional) or Shipley training preferred Proficient in Microsoft Office suite such as Outlook, Excel, Word, PowerPoint, SharePoint, MS Project, and MS Teams, as well as proposal/capture management tools. Expert at delivering high-quality management and technical proposal volumes Ability to work with executive leadership throughout the proposal process Education/Experience: Bachelor's degree in Marketing, Communications, Journalism, Technical Writing, Business Administration, or related field; or equivalent experience 7+ years' experience managing and leading U.S. federal government proposals, including full-lifecycle proposal management (not merely proposal writing/development alone). Demonstrated ownership of proposal schedules, compliance, color-team reviews, cross-functional teams, subcontractor proposal management, and submission compliance from RFP release through submission. Additional Desired Skills/Requirements: Strong working knowledge of the new and revised FAR clauses (including the Revolutionary FAR Overhaul) as they relate to small business programs and proposal development. Current knowledge of proposed changes to SBA small business size standards and NAICS code revisions, and how those changes affect set-aside eligibility, size status, and teaming decisions Demonstrated ability to make informed decisions, manages workloads, and meets deadlines independently A track record of successfully managing high-visibility and complex Federal proposals, as well as multiple, concurrent GWAC or Agency-specific task order responses.
