• Our purchasing organization is looking for temporary support.

ROLES AND RESPONSIBILITIES

What will you do?

• Together with the internal customer, you develop a well-thought-out purchase plan and take end-to-end responsibility for its implementation.
• You thoroughly analyze the needs of the internal customer and translate them into smart, future-oriented purchasing strategies.
• You set up market consultations, explore innovative solutions and actively monitor market developments.
• You carefully prepare files both in terms of purchasing and administration and submit them to the management committee or the board of directors for approval.
• You draw up administrative purchase documents (publication notice, specifications, award report, etc.) in accordance with public procurement legislation. You don't see these regulations as a restriction, but as a framework for working transparently, correctly and strategically.
• Together with the internal customer, you determine the correct specifications and supervise the entire evaluation process of the quotations.
• Together with the internal customer, you develop a negotiation strategy with the aim of achieving the optimal balance between price, quality, risk and sustainability.
• You will actively take on contract and supplier management and closely monitor performance, expenses and evolutions within your purchasing category.
• You think along and take the initiative in the further professionalization of the purchasing department: optimizing processes, sharing knowledge, working uniformly and looking ahead strategically.
• You build bridges between purchasing and the internal organization and create a strong network, both internally and externally.

Who are we looking for?

• You have a bachelor's or master's degree, or are equivalent through experience.
• You have relevant purchasing experience, preferably within a healthcare context or public environment.
• You combine strong analytical skills (IQ) with a high degree of relational intelligence (EQ). You understand numbers and people.
• You are a real business partner for your internal customers: connecting, critical where necessary and always solution-oriented.
• You have knowledge of public procurement legislation or are willing to delve into it quickly. You see this framework as an opportunity to strengthen quality and professionalism.
• You work proactively and autonomously, but at the same time actively seek collaboration.
• You have strong negotiation skills and know how to defend positions clearly and diplomatically.
• You work fluently with MS Office (Word, Excel, ...); knowledge of 3P is a plus.
• You communicate clearly and convincingly with stakeholders at different levels.

SKILLS

• Demonstrable experience as a Public Procurement Buyer
• Demonstrable experience with 3P software
• Demonstrable knowledge of the legislation Government Assignments
• Higher education (Master or Bachelor)
• Smooth communication in the Dutch language
• Demonstrable experience as a Purchaser within a public organisation, preferably within the hospital sector
• Demonstrable experience within purchase files
• Demonstrable experience in independently drafting specifications, award reports and publications
• Proven experience with internal customer support and stakeholder management
• Demonstrable experience with negotiation techniques
• Demonstrable experience with contract management and supplier follow-up
