Summary Of The Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority (NewERA), the National Development Finance Agency (NDFA), the Ireland Strategic Investment Fund, the Future Ireland Funds and the State Claims Agency. The NTMA also assigns staff to the Strategic Banking Corporation of Ireland and Home Building Finance Ireland.

The NDFA provides financial advice to State authorities on infrastructure projects with a capital value over €75 million and is also responsible for the delivery of Public Private Partnership (PPP) projects for State authorities (with certain exceptions such as Transport Infrastructure Ireland). In addition, the NDFA provides asset management services in respect of the operation and maintenance of PPP facilities. It also delivers Exchequer Funded capital projects on behalf of certain State authorities, including the Department of Education and Youth and certain local authorities. Following the publication of the Government’s Accelerating Infrastructure Report and Action Plan the NDFA also provides support and assistance to Government Departments and Agencies on major capital infrastructure projects.

Role Summary

The NDFA is seeking a suitable candidate for a Quality Assurance (QA) Manager role within the Operations team. The QA Manager will play a key role in supporting NDFA in its delivery of projects across a number of sectors including education, justice and social housing and in the provision of financial advice across a wide range of sectors. The QA Manager will pay a key role in the team responsible for, inter alia, process governance, process & documentation quality reviews, quality key performance indicators (KPIs), compliance assurance, audit readiness, and continuous improvement.

The successful candidate is expected to demonstrate excellent ability to engage with Senior Management and stakeholders including co-ordination of services provided by NTMA corporate functions (Risk, Internal Audit, Finance, Compliance, etc).

Key Responsibilities

Key tasks the successful candidate will be required to perform include:

  • Lead the ongoing development and enhancement of the NDFA Quality Governance Framework, ensuring clear standards, accountability, oversight, and effective quality controls across all activities.
  • Maintain, and continuously improve quality assurance processes, procedures, and associated documentation to ensure they remain fit for purpose, consistently applied, and aligned with internal policies and regulatory requirements.
  • Perform independent quality assurance reviews of policies, procedures, operational documentation, and supporting records to assess accuracy, completeness, consistency, and compliance with established standards.
  • Develop, monitor, analyse, and report on quality metrics and KPIs, providing meaningful management information, identifying emerging trends and risks, and driving targeted improvement initiatives.
  • Review and assess NDFA processes, workflows, governance arrangements, segregation of duties, and escalation paths to ensure they remain effective, efficient, and compliant with internal and external requirements.
  • Maintain robust evidence and audit trails demonstrating that processes, procedures, and documentation have been reviewed, approved, and updated in accordance with governance requirements and prescribed review cycles.
  • Coordinate and oversee the implementation of corrective actions arising from quality reviews, audits, risk assessments, and stakeholder feedback, tracking progress through to resolution and ensuring sustainable process improvements are achieved.
  • Build and maintain effective working relationships with key stakeholders, including Risk, Internal Audit, Compliance, Finance, Legal, and other business functions, to support a coordinated and integrated approach to quality assurance.
  • Represent the NDFA at relevant NTMA governance, oversight, risk, and control forums, providing subject matter expertise on quality assurance matters and contributing to organisation-wide initiatives.
  • Monitor best practice developments and regulatory expectations to inform the ongoing evolution of the NDFA quality framework and operating procedures.
  • Obtain and incorporate stakeholder feedback to identify opportunities for process optimisation, efficiency improvements, and enhanced quality outcomes.
  • Promote a culture of quality, accountability, and continuous improvement by working collaboratively with colleagues and stakeholders and supporting the consistent application of quality standards across the organisation.


Qualifications/Knowledge

  • Third level degree in Quality Management, Finance, Business Optimisation or a related discipline. 
  • Relevant Quality related professional qualification an advantage
  • Demonstrated quality management knowledge and experience in a regulated business environment, including development and management of QA policies & strategies, process design and operational effectiveness, quality metrics and KPIs.


Experience

Relevant experience includes (but is not limited to):

  • 7 years experience in a relevant quality management role in public sector, professional services, advisory or a commercial organisation of scale.
  • Experience of working in procurement, governance or corporate support/operations is an advantage.
  • Demonstrated results focus with a track record of meeting targets.

  • Highly innovative with strong analytical and decision-making skills.
  • Excellent communications (written, oral and presentation) skills.
