Project Scope
We are seeking a Value-Based Care Analytics Consultant to support the development and validation of HEDIS and quality measure logic within a Tableau analytics platform. This role will review measure specifications and develop numerator, denominator, and exclusion logic across HEDIS, eCQM, and PQA measure sets, working alongside a developer team building out a population health analytics environment backed by Epic Clarity, Caboodle, and adjudicated claims data.

Position Summary
The Value-Based Care Analytics Consultant will serve as the subject matter expert responsible for interpreting HEDIS and HEDIS-like quality measure specifications and translating them into clear, accurate logic for a developer team. This individual will work with both Epic data (Clarity/Caboodle) and adjudicated paid claims data from payers, supporting the build-out of quality measures within Tableau. The ideal candidate brings deep VBC metrics and population health expertise, hands-on HEDIS specification experience, and the analytical skills to bridge clinical measure logic and technical data development.

Key Responsibilities

  • Review HEDIS, eCQM, and PQA measure specifications to develop and validate numerator, denominator, and exclusion logic.
  • Support the developer team with the build-out of HEDIS and HEDIS-like quality measures within a Tableau analytics platform.
  • Work with both Epic Clarity/Caboodle data and adjudicated paid claims data to support measure development and validation.
  • Identify and resolve logic gaps, specification ambiguities, and data quality issues across measure sets.
  • Validate measure outputs against specification requirements to ensure accuracy and compliance.
  • Collaborate with analytics, clinical, and technical stakeholders to ensure measure logic aligns with operational and reporting needs.
  • Support ongoing measure maintenance, updates, and expansion as the platform scales.

Qualifications

  • Hands-on experience with HEDIS measure specifications including numerator, denominator, and exclusion logic development.
  • Experience working with adjudicated paid claims data from payers — required.
  • Strong understanding of value-based care metrics, population health analytics, and quality measure frameworks.
  • Experience with eCQM and PQA measure sets.
  • Ability to translate complex measure specifications into clear, actionable logic for a technical developer team.
  • Strong analytical and communication skills across clinical, operational, and technical audiences.
  • Must be eligible to work in the U.S. without sponsorship.

Preferred Qualifications

  • Epic Clarity or Caboodle experience.
  • Experience working within or supporting a Tableau analytics environment.
  • Background supporting VBC programs such as ACO, Medicare Advantage Stars, or MSSP.
  • Familiarity with NCQA HEDIS technical specifications and value sets (VSAC).
  • Experience in a consulting or advisory capacity supporting population health or quality analytics initiatives.

Ideal Candidate Profile

  • Deep HEDIS and quality measure expert who can independently interpret specifications and develop accurate, defensible logic.
  • Analytically strong with hands-on experience working across both claims and clinical data sources.
  • Clear communicator who can bridge the gap between clinical measure requirements and technical data development teams.
  • Detail-oriented and thorough with a track record of accurate measure validation and specification compliance.
  • Collaborative team player who works effectively alongside developers, analysts, and clinical stakeholders.
  • Brings subject matter depth, accountability, and a delivery-focused mindset to every engagement.
