MISSION : The Regional Talent Development Manager supports the strengthening of workforce capabilities across Asia Pacific by driving regional Talent Management, Learning & Development and Performance Management initiatives under the strategic ownership and governance of the Regional HR Director. The role contributes to building a stronger talent and learning culture by designing, coordinating and improving frameworks, processes, tools and programmes that support employee development, succession planning, leadership capability and organizational effectiveness. The Regional HR Director retains overall accountability for the regional Talent Management agenda. Within this framework, the role acts with a high degree of autonomy in preparing, coordinating, executing and continuously improving regional initiatives. MAIN RESPONSIBILITIES: Talent Development and Talent Management Translating the regional Talent Management agenda into practical frameworks, tools and implementation plans. Design and improve Talent Management processes, communication materials and supporting tools in alignment with Group HR standards. Coordinate regional talent review and succession planning preparation, including data consolidation, analysis, documentation and follow-up tracking. Support the development of talent pipelines for key positions through structured input, analysis and stakeholder coordination. Prepare recommendations and insights on talent development priorities for review and decision by the Regional HR Director. Conduct job analysis and support the update of job descriptions in line with evolving business and organizational needs. Learning & Development Drive the regional Learning & Development roadmap for agreed priorities. Assess capability needs across the region and translate them into structured learning priorities and implementation plans. Coordinate the full learning cycle for selected programmes, including needs analysis, design, delivery coordination, evaluation and improvement. Identify and coordinate suitable internal and external learning solutions in line with business needs, budget expectations and regional standards. Support leadership development, functional capability building and a stronger learning culture across the region. Monitor training records, participation, learning effectiveness and relevant reporting indicators. Support and improve the regional induction and onboarding learning approach. Performance Management Support the Regional HR Director in preparing, coordinating and improving the regional Performance Management cycle. Contribute to clear communication, process discipline and stakeholder guidance during annual, mid-year and people review processes. Prepare analysis and reporting to support evidence-based discussions on performance, development and talent decisions. Identify improvement opportunities in the Performance Management process and propose practical enhancements. Analysis, Reporting and Continuous Improvement Develop and maintain relevant Talent, Learning and Performance Management dashboards, reports and tracking tools. Provide structured analysis and insights to support decision-making by the Regional HR Director and relevant stakeholders. Identify process gaps and improvement opportunities in Talent Development, Learning and Performance Management. Lead or contribute to regional HR improvement projects linked to capability building, talent development and HR effectiveness. Budget and Vendor Coordination Planning and monitoring of Learning & Development-related budgets for agreed programmes. Coordinate with external providers where relevant and ensure quality, consistency and cost discipline. Prepare budget updates, options, and recommendations for review by the Regional HR Director. Stakeholder Management and Governance Work closely with local HR teams, regional management, Group HR and external providers to ensure effective coordination and implementation of agreed initiatives. Act as regional point of coordination for Talent Development and Learning topics, while ensuring alignment with the Regional HR Director. Encourage sharing of good practices across countries and support a consistent regional HR approach. Ensure compliance with Coface policies, Group HR guidance and applicable regulatory requirements. DECISION RIGHTS AND AUTONOMY Autonomy to structure work, prepare proposals, coordinate stakeholders, manage agreed project plans and drive implementation of delegated initiatives. Strategic direction, prioritization, final decisions on regional Talent Management policy, major stakeholder positioning and budget commitments remain with the Regional HR Director. The expected operating model is high autonomy in execution and recommendation, combined with clear alignment on strategy, governance, and final decision-making. Education Degree educated in Human Resources, Business Administration, Organisational Development, Psychology or a related field. Coaching, learning design or organisational psychology qualifications would be an advantage. Work Experience 4+ years of relevant HR experience, ideally including exposure to Learning & Development, Talent Management, Performance Management, HR projects or regional/matrix environments. Experience in designing, coordinating or improving HR processes, tools or development initiatives would be an advantage. Suitable for a high-potential HR professional with strong learning agility, analytical capability, project discipline and the ambition to grow into broader Talent and HR leadership responsibilities over time. Additional Qualifications Awareness of financial services or corporate environment; understanding of Coface business and regional context would be an advantage. Good understanding of HR processes and capability development needs. Learning & Development and Talent Management knowledge. Project management, stakeholder coordination, analytical and reporting skills. Training, facilitation or coaching skills would be an advantage. IT Very good command of Microsoft Office including Copilot. Experience with HR systems, LMS or reporting tools would be an advantage.
