Show job description
P4 isn't your typical safety consultancy. We exist to bring clarity, pace and real-world support to an industry often bogged down in red tape and vague advice. We work with clients, design teams and contractors across the UK from offices in Liverpool, Manchester, Leeds and London.

We talk like real people. We are not here to impress with jargon or hide behind processes — we are here to help clients make smart decisions, avoid risk and deliver safer, better buildings. Our Building Safety Act team is growing, and this role is central to that growth.

We recognise that every person is unique, and we work hard to build a culture where everyone can be themselves. Whether that means flexibility around individual needs or simply making sure people have someone to talk to when they need it, we want everyone here to feel welcome, heard and valued.

About the role

We're looking for experienced building regulations practitioners, registered with the Building Safety Regulator, to review designs for compliance. You'll guide clients and design teams through the Building Regulations and the Building Safety Act, including higher-risk buildings (HRBs) and Gateway 2 and 3 submissions. This is a hands-on technical role: you'll read drawings and specifications, form an evidenced compliance position, and defend it in front of design teams and the Regulator.

We're hiring more than one person, from Consultant to Principal level, and will appoint you at the level your registration class and track record support.

A note on registration:
P4 is a client-side consultancy. We act as Building Regulations Principal Designer, BSA client adviser and Gateway lead. We are not currently a Registered Building Control Approver, so this role doesn't involve restricted activities or functions. Your registration matters to us as the industry's competence benchmark, and because we're building an RBCA capability. If that's the direction you want to go, tell us at interview.

The work

Expect a national workload across many sectors: high- and mid-rise residential, PBSA, healthcare, education, custodial, hotels, commercial and mixed-use, heritage and industrial. Projects range from single buildings to towers of 50+ storeys and portfolio frameworks. HRBs are a core part of the workload, and a significant share of the work is remediation, refurbishment and change of use.

What you'll do

  • Review drawings, specifications and design information against the Building Regulations 2010 and the Approved Documents, flagging non-compliance early and setting out how to resolve it
  • Assess alternative and performance-based solutions, and track compliance as the design changes
  • Prepare and coordinate Gateway 2 and 3 submissions, manage Regulator RFIs, and advise on notifiable and major changes during construction
  • Advise clients, architects and engineers in plain terms, chair technical workshops, and liaise with building control bodies, fire engineers and the Regulator
  • Produce clear, well-evidenced reports, gap analyses and advice notes, backed by auditable records of decisions
  • Act as the technical point of contact on your commissions, manage your own workload, and contribute to fee proposals
  • Deliver training and CPD, mentor colleagues, and support others working towards registration

The levels
  • Consultant - Class 2 (C, E or F). You'll run your own design reviews on mid-rise residential and non-residential schemes, with senior oversight.
  • Senior Consultant - Class 2F, or Class 3 and building your HRB experience. You'll lead commissions end to end and contribute to Gateway submissions.
  • Principal Consultant - Class 3 (G, ideally H). You'll lead HRB commissions and Gateway submissions, act as technical authority for others' work, and help grow the team

What you will bring

Essential:

  • Registration with the BSR as an RBI, from Class 2 (C, E or F) to Class 3 (G or H). Please include your class, categories and registration number when you apply.
  • Substantial building control or building regulations experience, gained with a local authority, an approved inspector or RBCA, or client-side in consultancy
  • Detailed knowledge of the Building Regulations 2010, the Approved Documents and the Building Safety Act 2022, including the dutyholder, competence and Gateway regimes
  • The confidence to challenge designs and hold a technical position with senior stakeholders, plus excellent written English
  • The ability to run concurrent commissions to programme without close supervision
  • A full UK driving licence, willingness to travel, and existing right to work in the UK
Desirable:

  • Class 3H, or an application in progress
  • Direct experience of Gateway 2 and 3 submissions
  • CABE, RICS, CIOB, IFE or equivalent membership
  • Specialist strength in façades, fire safety and means of escape, structural safety, or Part M
  • Experience of Principal Designer duties under the BSA

What's in it for you

  • Hybrid working and flexible hours, shaped around client and site commitments
  • Holiday above industry standard, your birthday off, and a Christmas closure that doesn't use your allowance
  • A buy/sell annual leave scheme, plus loyalty days after three and five years
  • Vitality Health cover
  • Salary sacrifice schemes, including EV cars, tech and cycle-to-work
  • Paid professional development days, a personal development plan, and support with registration fees, subscriptions and CPD
  • Maternity and paternity packages, a moving house pledge, regular socials, and charity and volunteering opportunities
