The Regulatory Reporting Team:
The Regulatory Reporting Team sits within BlackRock’s Reporting and Regulatory Solutions, part of Tech & Ops Business Operation Services. Regulatory Solutions is responsible for overseeing and delivering complex regulatory reporting obligations across trade and transaction reporting regulations, including MiFIR, EMIR, MAS, ASIC, SFTR, CSA, CFTC, NCCBR and 10c-1, alongside key reporting obligations across costs and charges, Solvency (TPT), and Sustainability domains including TCFD, SFDR and SDR. The team manages end-to-end reporting processes, partners with internal and external stakeholders, and drives strategic enhancements to data quality, control design and operational efficiency.
We are looking for a Project Manager to help deliver regulatory reporting projects that protect clients, strengthen controls and support BlackRock’s regulatory commitments. This role will coordinate regulatory change initiatives, remediation activity and strategic platform enhancements that improve reporting compliance, accuracy, completeness, governance and operational resilience.
Your role and impact:
You will lead and support regulatory reporting projects that are critical to BlackRock’s compliance obligations and operational resilience. You will turn regulatory requirements into clear delivery plans, build trusted relationships across Operations, Compliance, Legal, Technology, Data, Product and external service providers, and help teams deliver sustainable outcomes with strong governance and controls.
Your Responsibilities
- Lead and coordinate regulatory reporting projects across trade and transaction reporting regimes, costs and charges as well as Solvency and Sustainability.
- Design the correct structure of the project specific to each individual change
- Develop and maintain project plans, milestones, RAID logs, dependencies, governance materials and stakeholder communications.
- Work closely with Operations, Compliance, Legal, Technology, Data, Product and external providers to define scope, document requirements and support delivery against regulatory or internal deadlines.
- Support the design and implementation of scalable operating models, controls, reconciliations, exception management processes and data quality enhancements.
- Translate complex regulatory obligations into clear business, functional, data and technology requirements, with traceability from interpretation through implementation and testing.
- Support effective governance by preparing clear status updates, escalation materials and decision papers for senior stakeholders and regulatory reporting forums.
- Support testing, implementation readiness, post-implementation review and remediation activity so reporting processes remain robust, accurate and sustainable.
Your Experience
- Experience in project management, regulatory change, business analysis or delivery within financial services, asset management, investment banking, consulting or another regulated environment.
- Experience delivering regulatory reporting or regulatory change projects; familiarity with the noted reporting regimes or related global reporting obligations would be helpful.
- Strong project delivery skills, including planning, governance, risk and issue management, dependency tracking, stakeholder engagement and implementation readiness.
- Ability to work with subject matter experts to interpret regulatory requirements and convert them into practical business, data, technology and control requirements.
- Clear written and verbal communication skills, with the ability to make complex regulatory and technical topics understandable for different audiences.
- Experience collaborating with technology, operations, compliance, legal, data and vendor teams to deliver controlled, scalable and audit-ready outcomes.
- Knowledge of reporting controls, reconciliations, exception management, data lineage, testing and operational risk management is helpful but not required.
- Comfort working with data, workflow tools and project delivery platforms such as Aha, Python, PowerPoint or similar tools.
- Experience working with global teams across multiple cultures and time zones.
- Curiosity, attention to detail and a practical approach to raising risks, challenging assumptions and improving outcomes.
