Job Summary:

The Regulatory Representative – D.C. provides overall management of the numerous issues related to Globalstar’s operations that arise in Washington, D.C. to ensure that Globalstar maintains a consistent and focused approach.

Supervisory Responsibilities:

  • Supervise and coordinate activities of advocacy groups and external consultants, as well as coordinate and participate in proceedings with outside counsel to ensure consistency in approach and achieve regulatory goals before the various agencies of the Federal Government.

Duties/Responsibilities:

  • Assist in the preparation of filings and manage regulatory developments in the United States (and other countries as needed), coordinating efforts with our consultants and local counsel.
  • Coordinate spectrum uses and orbital slot filing with international satellite operators in North America.
  • Ensure compliance with export control regulations (ITAR/EAR) for satellite technology and components in North America, Europe, and Asia.
  • Serve as a liaison with regulatory agencies in North America and respond to information requests. Act as secondary liaison for regulatory agencies across Europe and Asia.
  • Support business development by assessing regulatory feasibility of new services or market expansion in North America, Europe, and Asia.
  • Maintain and update database of licenses authorizations, and regulatory deadlines.
  • Prepare regulatory briefings and presentations to leadership as it relates to North America, Europe, and Asia.
  • Attending regulatory meetings in North America (and in Europe and Asia when necessary)
  • Interfacing directly with regulatory authorities in North America, Europe, and Asia where we are maintaining and pursuing new licensing.

Skills and Competencies:

  • Excellent verbal and written communication skills, including the ability to interact clearly and concisely with all departments and levels of management
  • Excellent organizational skills with attention-to-detail
  • Ability to meet multiple deadlines in a fast-paced environment
  • Ability to effectively manage time and prioritize tasks
  • Ability to act with integrity, professionalism, and confidentiality
  • Proficiency with Microsoft Office
  • Familiarity with NetSuite

Education, Experience, and Licenses/Certifications:

  • Knowledge of FCC rules, ITU radio regulations, and spectrum management principles
  • Understanding of satellite communications technology and RF engineering concepts

Physical Requirements:

  • Willingness and ability to travel as needed
  • Willingness and ability to work after regularly scheduled hours as needed
  • Ability to sit at a desk for prolonged periods working on a computer (4 to 8 hours)
  • Ability to operate the equipment used for the job
  • Ability to lift 15 pounds at times
