RFP – OG Hub Evaluation Organizational Background Huronia Transition Homes (HTH) is a feminist registered charity in Simcoe County. The organization’s mission statement is as follows: “We believe that all violence against all women and children must end. We are community members who are committed to education, advocacy, harm reduction, and poverty reduction as a means to end violence. HURONIA TRANSITION HOMES is also committed to providing shelter and support to abused women and their children and to providing counselling to women survivors of sexual assault and socioeconomic opportunities through social enterprise. HTH operates five (5) core programs: La Maison Rosewood Shelter, Athena’s Sexual Assault Counselling & Advocacy Centre, Choices for Children and Operation Grow. La Maison Rosewood Shelter provides emergency accommodation to women and their children who are fleeing abuse, and/or experiencing homelessness. In addition to shelter, Rosewood offers individual counselling, group counselling, legal system navigation, outreach support, referrals and 24-hour crisis line support. Athena’s Sexual Assault Counselling & Advocacy Centre provides support to women 16 years of age and over who have experienced sexual abuse or intimate partner violence at any time in their lives. Choices for Children is a county-wide group program for mothers and their children who have been exposed to abuse against their mothers. Operation Grow is a social enterprise integrating a hydroponic vertical farm, an inspected kitchen, a yoga studio, training rooms, and retail space to provide low-barrier employment supports and non-therapeutic supports to women who have survived violence. Anti Human Trafficking Program provides specialized services and supports to women who have been trafficked. This includes longer-term supportive residential program, case management and system navigation Project Description The purpose of this evaluation is to assess the implementation, early outcomes, and longer‑term contribution of the OG Hub to women’s economic empowerment, stability, and wellbeing. The evaluation will support: Program refinement during early implementation Accountability to funders and community stakeholders Organizational learning related to trauma‑informed, feminist, and harm‑reduction approaches Evidence‑informed decision‑making for future scale and sustainability The evaluation will be guided by the attached OG HUB Logic Model. Scope of Work The evaluator will be responsible for: Reviewing the HUB Logic Model, implementation plans, and data collection tools Co‑developing evaluation questions with HTH staff and leadership Designing a mixed‑methods evaluation approach aligned with feminist, trauma‑informed, and harm‑reduction principles Assessing: Program implementation and reach Early and intermediate outcomes Participant experience and perceived impact Equity of access and outcomes Analyzing quantitative outputs and qualitative narratives Translating findings into practical recommendations Ethical and Practice Considerations The evaluator must demonstrate experience with trauma‑informed, women‑centered, feminist, and harm‑reduction evaluation approaches, including: Ensuring voluntary and informed consent Minimizing re‑traumatization Protecting confidentiality and safety Using strengths‑based and participatory methods where appropriate Deliverables Evaluation plan and methodology Interim progress updates Draft evaluation report Final evaluation report Presentation of findings Timeline RFP Release: May 13th, 2026 Proposal Submission: May 29, 2026 Project Start: June 2026 Project Completion: March 31, 2027 More concrete timelines will be discussed with the successful evaluator. Contact Information/Details for submission Proposals should be submitted electronically in PDF format by May 29th at 4pm to: Cindy Crockford Huronia Transition Homes [email protected] Proposal Contents It is requested that proposals include the following components, with appropriate supporting detail: A summary of the consultant’s understanding of the scope of the work to be undertaken Budget for the evaluation The consultants proposed approach and methodology for carrying out the work The consultants proposed work plan for completing all components of the work Detailed and itemized pricing for all consultant fees and expenses related to the work, including a guaranteed maximum price for all project work . Two (2) references of clients for whom the consultant has provided similar services Evaluation Criteria Proposals will be assessed based on: Relevant evaluation experience with survivor‑serving or equity‑focused programs Quality and feasibility of proposed methodology Trauma‑informed and ethical practice Value for money Closing Date and Time Proposals must be received by the Director of Sustainability and Operations at Huronia Transition Homes before 4:00pm local time on Friday May 29th, 2026. Huronia Transition Homes will not accept proposal submissions after the closing date and time.
