The role
Reporting to the Director, Impact Assessment, the incumbent provides expertise in environmental risk management and contaminated site remediation to support, among other things, the real estate team in property acquisitions and asset management, the environmental team in identifying risks and managing environmental impacts, and the construction team in developing and implementing soil management plans. The incumbent contributes to the development and implementation of processes, programs, and plans aimed at ensuring compliance with environmental risk management requirements and corporate policies. The role also provides guidance on the application of compliance requirements, plans and oversees environmental site assessments, and supports land managers in their activities.
The responsibilities
Risk management
- Identify, or contribute to the identification of, environmental and financial risks, and ensure due diligence throughout asset acquisition and management processes.
- Develop operational processes and an environmental risk management program related to real estate assets that support project delivery while meeting the standards required for a major linear infrastructure project.
- Understand and define a framework of requirements applicable to Alto as a federal Crown corporation.
- Plan, coordinate, and oversee the completion of environmental site assessments for the Project.
Collaboration, coordination and communication
- Provide technical and strategic advice to the real estate management, design, construction, and operations teams regarding the implementation of mitigation measures and sustainable solutions related to soil and groundwater management.
- Collaborate with internal project teams and the private development partner (PDP) to ensure the planning of all required work and the monitoring of ongoing mandates and schedules.
- Liaise with external stakeholders and partners, including regulatory agencies, communities, insurers, specialized consultants, and environmental partners.
- Prepare and review technical reports, plans and specifications, and support related communications.
- Oversee the preparation of environmental management plans for soil and groundwater during the Project’s construction and operational phases.
- Contribute to the planning of consultation and engagement activities and participate in the Project’s public consultation processes.
- Support the development of the Project’s environmental communications related to environmental risks associated with land and property management.
Strategic monitoring
- Monitor evolving regulations and societal expectations regarding the management and remediation of contaminated sites.
- Stay informed of emerging innovations and recognized industry practices.
The requirements
- Bachelor’s degree in Environmental Studies, Engineering, Science, or a related field.
- Master’s degree in Management or Environmental Studies (asset).
- 10 to 15 years of experience in a similar role.
- Strong knowledge of federal and provincial laws, regulations, policies, and guidelines related to contaminated sites (Quebec and Ontario).
- Experience with large-scale projects and/or the management of significant real estate asset portfolios.
- Experience managing environmental programs.
- Experience in environmental site assessments, risk analysis, incident reporting, soil and groundwater management during construction activities, and contaminated site remediation.
- Ability to build and maintain trusted relationships internally and with external partners.
- Demonstrated ability to engage and mobilize stakeholders around common objectives.
- Results-oriented, with the ability to maintain focus despite challenges or constraints.
- Ability to develop practical, fit-for-purpose solutions that take operational and regulatory realities into account.
- Strong active listening and collaboration skills.
- Bilingualism (French and English), both spoken and written.
- Assets: Knowledge of linear infrastructure projects, railway or transportation industry experience, and versatility.
