Position Summary

Librium Group is seeking a motivated and analytically strong Senior Associate to support federal, state, and municipal clients on complex Title 10 real property, infrastructure, energy, and resilience programs. This role is ideal for a mid-career professional with exposure to requirements development, real property and energy authorities, public-private partnerships, and/or infrastructure advisory who thrives in a fast-paced consulting environment and wants to contribute to high-impact national programs.

We are specifically seeking candidates with prior experience supporting the federal government - particularly the Department of War - and applying Title 10 real-property authorities to military installation, infrastructure, and transaction-related matters.

The ideal candidate brings a blend of analytical capability, stakeholder management, strategic communication, and comfort operating in ambiguous environments. You will work closely with senior government officials, private developers, and multidisciplinary teams to validate requirements, advance transactions, evaluate delivery models, and support long-term investment decisions.

This role requires excellent judgment, adaptability, and a professional demeanor capable of navigating dynamic requirements and shifting priorities. This is a hybrid position, with 2-3 days per week at the client site, with additional flexibility for hybrid work. Domestic and international travel may be required, estimated around 10% of total time.

Key Responsibilities

PUBLIC PRIVATE PARTNERSHIP Strategy & Advisory

  • Support federal real-property privatization and public-private partnership initiatives, including bachelor and family housing projects for military departments and enhanced-use lease transactions for federal agencies.
  • Support multidisciplinary teams conducting redevelopment planning, financial and market analysis, developer solicitation and selection, and evaluation of local, state, and federal development incentives.
  • Assist senior team members with public-private transactions from concept development through developer solicitation and selection, negotiations, business agreement execution, and financial close across asset classes such as housing, energy, data infrastructure, and shipyards.

Project & Transaction Support

  • Assist in planning, structuring, negotiating, and executing complex federal real-property, infrastructure, and public-private transactions, such as the Military Housing Privatization Initiative and enhanced-use leasing authorities.
  • Support the drafting, evaluation, and negotiation of federal ground leases, corporate operating agreements, property and asset management agreements, development agreements, power purchase agreements, and construction contracts under the guidance of senior team members and counsel.
  • Support project financial underwriting and model development, including analysis of interest rates, credit spreads, financing fees, surety requirements, debt-service reserve funds, coverage ratios, cash flows, and refinancing or restructuring alternatives.
  • Prepare analyses, briefing materials, and negotiation support for discussions with underwriters, lenders, developers, and counsel regarding financing and bond indenture terms, default provisions, cash-flow distributions, bondholder rights, and client responsibilities.
  • Apply knowledge of Title 10 real property, energy, and resilience authorities to shape project structure, delivery pathways, and approvals.

Asset Management & Project Oversight

  • Support asset-management and owner-representation activities, including coordinating government approvals, reviewing project cash flows and performance, assisting with refinancing or restructuring and development close-out, identifying potential savings, and monitoring market and demographic changes.
  • Provide analysis, tracking, and reporting support for federal housing, energy, redevelopment, and enhanced-use lease projects to help senior team members protect client interests and improve long-term outcomes.

Client & Stakeholder Engagement

  • Support senior team members in advising federal and public-sector clients, including senior military and civilian leaders.
  • Coordinate and participate in recurring stakeholder engagements, cross-functional working groups, and developer interactions.
  • Prepare executive-level communications, reports, and presentations tailored to senior decision-makers.

Strategic Consulting

  • Develop insights and recommendations that connect financial, technical, and policy considerations.
  • Support organizational planning, governance models, policy development, and implementation strategies.
  • Contribute to thought leadership, internal knowledge products, and firm development initiatives.

Firm Responsibilities

  • Collaborate with team members on models, review passes, and slide development, incorporating feedback to improve quality, clarity, and the strength of conclusions.
  • Own defined analytical workstreams that inform decisions-such as feasibility reviews, market assessments, financial scenarios, and value-for-money evaluations-and synthesize findings for Manager review.
  • Develop repeatable procedures (e.g., status reporting cadence, milestone trackers) that raise the team's baseline and speed.

Qualifications

Required:

  • Bachelor's degree in Business, Public Policy, Finance, Engineering, Economics, or a related field.
  • 8+years of experience in consulting, finance, infrastructure projects, government, real estate, or related industries.
  • Working familiarity with 10 U.S.C. Subtitle A, Part IV, Chapter 159, with practical exposure to one or more authorities involving real-property acquisition, reporting, leasing, easements, conveyances, intergovernmental support agreements, utility systems, base realignment or closure, or related transactions.
  • Prior experience working directly with or supporting the federal government, specifically the Department of War, is required.
  • Experience conducting requirements analysis, due diligence, or technical reviews aligned with Navy and Marine Corps project development workflows (e.g., scope validation, NEPA considerations, real estate requirements packages, installation resilience planning).
  • Experience preparing requirements packages (e.g., DD Form 1391s) and economic or business case analyses for Navy and Marine Corps installations.
  • Demonstrated capability developing decision briefs, executive summaries, and analytical decks for senior DoD audiences.
  • Strong analytical skills and familiarity with project-finance concepts, including cash-flow modeling, debt or bond analysis, financing-term evaluation, and assessment of project economics and risk.
  • Excellent communication and writing skills.
  • Ability to manage multiple workstreams in a dynamic, fast-paced consulting environment.
  • US Citizenship.

Preferred:

  • Experience supporting military departments, Defense Agencies, installations, or headquarters organizations on transactions governed by Chapter 159 of Title 10.
  • Direct experience with military housing privatization, including bachelor or family housing projects for the Navy, Marine Corps, Air Force, or other military departments.
  • Experience structuring or executing public-private real-estate transactions for military departments, Defense Agencies, or the Department of Veterans Affairs.
  • Experience supporting developer solicitations or selections and contributing to the review or negotiation of real-estate, operating, development, asset-management, energy, financing, or construction agreements.
  • Experience supporting asset-management activities for federal public-private projects, such as government approvals, owner-representation support, performance and cash-flow review, refinancing or restructuring analysis, or development close-out.
  • Exposure to project-finance or bond negotiations with underwriters, lenders, and counsel-or experience preparing supporting analyses and materials-is preferred.
  • Master's degree is a plus.
  • Active Secret Clearance or ability to obtain one.
