The RoleWe are seeking an experienced Senior Budgeting Specialist to lead annual budgeting, rolling forecasts, budget governance, variance analysis, expenditure planning, financial modelling, and management reporting.
The ideal candidate will coordinate organization-wide budgeting activities, challenge financial assumptions, monitor budget utilization, identify emerging cost pressures, and provide management with accurate and actionable insights into financial performance against approved plans.
Key Responsibilities- Develop and maintain annual budgeting frameworks, methodologies, calendars, templates, and guidelines.
- Lead the end-to-end annual budgeting process across departments, business units, and functions.
- Coordinate budget submissions with Finance, Operations, Commercial, Procurement, Human Resources, and other stakeholders.
- Establish standardized budgeting assumptions, planning parameters, cost drivers, and submission requirements.
- Prepare detailed budget instructions and communicate timelines, responsibilities, and approval requirements.
- Consolidate departmental budgets into organization-wide operating and financial plans.
- Review departmental submissions for completeness, accuracy, consistency, and alignment with strategic priorities.
- Challenge budget assumptions and investigate significant changes from prior periods or approved plans.
- Analyze historical financial performance to support realistic budget development.
- Develop driver-based budgets using revenue, headcount, volume, pricing, productivity, operational, and cost assumptions.
- Prepare operating expense, revenue, capital expenditure, staffing, and project budgets.
- Coordinate personnel-cost budgets with Human Resources and business leaders.
- Review salary, benefits, recruitment, overtime, contractor, and workforce-planning assumptions.

- Review budget transfers, reallocations, supplementary funding requests, and management approvals.
- Ensure budget changes comply with established governance and delegation-of-authority requirements.
- Maintain accurate records of approved budgets, revisions, transfers, and adjustments.
- Support monthly, quarterly, and annual financial forecasting processes.
- Develop rolling forecasts based on actual results, updated business assumptions, operational trends, and management expectations.
- Compare current forecasts with approved budgets and identify emerging financial pressures.
- Prepare scenario and sensitivity analyses for changes in revenue, costs, headcount, capital spending, and operational volumes.
- Develop best-case, base-case, downside, and stress scenarios where required.
- Support strategic and long-range financial planning activities.
- Assess the financial impact of new initiatives, organizational changes, expansion plans, and operational programs.
- Prepare financial models and business cases to support management decisions.
- Analyze cost structures and identify opportunities for efficiency and cost reduction.

- Partner with Procurement to monitor supplier spend, contract commitments, purchasing trends, and savings opportunities.

- Coordinate with Accounting to ensure budget structures align appropriately with financial reporting and the general ledger.

- Validate budget data and ensure planning information is accurate, complete, and appropriately controlled.
- Develop budget dashboards and management reports showing budget utilization, variances, forecasts, and financial trends.
- Establish key performance indicators for budget performance and financial discipline.
- Prepare executive-level budget presentations, financial summaries, and planning recommendations.
- Present budget performance and financial outlooks to senior management and business leaders.

The successful candidate should have strong experience in budgeting, FP&A, management accounting, financial planning, cost analysis, or corporate finance, preferably within a multinational, complex, project-based, commercial, industrial, or service-oriented organization.
