Job Title: Senior Business Analyst

Client: Agency of the United Nations

Location: Europe - Remote (nearshore, CET working hours; candidates based anywhere in Europe)

Type of Engagement: Freelance – full-time (Mon-Fri, 8h/day), initial 6 months, renewals based on performance and funding availability

Rate: Max 410 euro per day all inclusive

Start: 1 December 2026

For an Agency of the United Nations, we are looking for a Senior Business Analyst with direct experience of catalog-style products (marketplaces, registries, repositories, package indexes, model hubs, data catalogs or comparable discovery platforms) to shape and deliver a Tools and Resources Marketplace.

Main Responsibilities:

· Propose and agree an engagement approach, including interviews, working sessions and community-facing formats such as challenges, hackathons, curation sprints or design sessions.

· Design and facilitate community engagement activities, jointly with the UX/UI Designer, to elicit requirements and validate emerging thinking with practitioners who will use the Marketplace.

· Engage internal stakeholders and adjacent teams working on related or overlapping needs, identifying dependencies, shared requirements and opportunities for alignment.

· Develop personas covering the range of Marketplace users (consumers, contributors, curators/maintainers of the catalog) and map end-to-end journeys from need through discovery, evaluation and adoption of an artifact.

· Investigate where a curated, domain-specific platform demonstrably outperforms a general-purpose AI assistant and where it does not.

· Analyse comparable discovery and catalog platforms and develop costed build, adopt and extend options, presenting a reasoned recommendation with trade-offs and assumptions explicit.

· Assess approaches to classifying and describing artifacts and modelling their relationships to people, communities and initiatives as the basis for a knowledge graph.

· Define listing criteria, minimum publication information (including quality and trust signals), the sourcing model (human curation, community contribution, automated or AI-assisted retrieval) and the artifact lifecycle.

· Translate needs into a prioritised, engineering-ready backlog and produce specifications: user stories, flows, states and transitions, data requirements, business rules and edge cases.

· Define acceptance criteria for AI-assisted features, including non-functional requirements (search relevance, latency, reliability), human-in-the-loop review and confidence thresholds for AI-generated metadata and recommendations.

· Produce low-fidelity wireframes and flow sketches for the principal journeys (discovery and search, artifact listing and comparison, artifact detail, contribution/submission).

· Own and maintain the backlog operationally; define sprint content, run sprint planning, refinement and review, and track progress, dependencies, risks and impediments.

· Work day to day with developers and designers, coordinate user acceptance testing and community feedback, and report delivery status to the product owner and governance.

Hard Skills:

· Over 10 years in IT and at least 7 years of progressive experience as a Business Analyst, Product Owner or Product Manager delivering software products.

· Demonstrated experience on at least one catalog-style product (marketplace, registry, repository, package index, model hub, data catalog or comparable discovery platform) with direct responsibility for how content was classified, described, listed or found.

· Experience defining requirements or acceptance criteria for features whose outputs are generated by AI/ML models, including human-in-the-loop review and confidence thresholds.

· Experience designing discovery and search experiences and defining how discovery quality is measured and improved.

· Experience designing content or asset lifecycle and governance models (intake, review, publication, deprecation, removal).

· Proven ability to run delivery operationally: backlog ownership, sprint definition, day-to-day collaboration with engineering through to release.

· Ability to produce low-fidelity wireframes and interface concepts and to collaborate with UX/UI designers.

· Expertise in business analysis techniques: user stories, acceptance criteria, personas and journey mapping, entity-relationship and data models, process flows and data dictionaries.

· Comfort with SDLC, Git-based workflows, JIRA/Azure DevOps/Confluence and technical data concepts (APIs, relational and document database schemas, XML/JSON/CSV, package registries and open-source repositories).

· University degree in Business Administration, Computer Science, Information Science, Information Systems, Health Informatics or related discipline.

· Professional qualification or foundation certification in business analysis or product methodologies (e.g. IIBA-CCBA/CBAP, PMI-PBA, or a recognised Product Owner certification).

· Familiarity with public health, epidemiology, research software ecosystems or open science infrastructure is an advantage.

Soft skills:

· Strong facilitation and community engagement skills, including workshops, challenges or hackathons.

· Ability to engage and align diverse stakeholders and communities of practice.

· Expert knowledge of spoken and written English.

The ideal candidate is a senior Business Analyst / Product Owner who has shaped catalog-style or discovery products, is comfortable defining requirements for AI-assisted features, and enjoys running delivery day to day with an engineering team. Experience with open-source ecosystems, package registries, data catalogs or model hubs, and prior work with UN agencies or public-good digital initiatives, is a plus.

What do we expect from you?

We expect enthusiasm and creative solutions. Active contribution to nurture the Community with research, scouting and concept of new solutions will be required.
