NTT DATA strives to hire exceptional, innovative and passionate individuals who want to grow with us. If you want to be part of an inclusive, adaptable, and forward-thinking organization, apply now.

We are currently seeking a Senior CCWIS Consultant to join our team in Concord, New Hampshire (US-NH), United States (US).

Overview of job:

The Senior CCWIS Consultant will serve as a senior child welfare and Comprehensive Child Welfare Information System (CCWIS) subject matter expert, working collaboratively with the client, project team, and vendors to support the procurement and implementation of a new CCWIS solution. During the procurement phase, the consultant will help translate child welfare program needs, business processes, and federal CCWIS requirements into clear requirements, use cases, user stories, future-state capabilities, and other procurement inputs.

The Senior CCWIS Consultant will apply substantive knowledge of child welfare programs and practice, federal CCWIS requirements, and CCWIS Design, Development, and Implementation (DDI) to evaluate requirements and proposed functionality against program needs. The consultant will also support business process redesign and use AI-enabled tools, where appropriate, to accelerate requirements and user story development, refinement, quality review, and traceability.

When the project transitions into DDI, the consultant will shift to an Independent Verification and Validation (IV&V) role and independently assess the Solution vendor's project management and system development processes, project artifacts, deliverables, and solution functionality. The consultant will evaluate areas such as requirements management and traceability, design, quality management, testing, training, data conversion, interfaces, and other implementation activities for accuracy, completeness, quality, compliance with contractual and functional requirements, alignment with child welfare program needs, and conformance with federal CCWIS expectations. The consultant will identify risks, gaps, and concerns and develop evidence-based findings and recommendations to support State and federal stakeholder decision-making.

The Senior CCWIS Consultant will also provide CCWIS and child welfare subject matter expertise across Expanded IV&V activities, including strategic planning and roadmap development, business process redesign, procurement, federal Advance Planning Documents, organizational change management, and other functional and technical workstreams where child welfare or CCWIS expertise is required.

The position is remote, with the possibility of up to 25% travel to the client location in Concord, New Hampshire.

Job Responsibilities Include:

· Serve as the senior CCWIS and child welfare subject matter expert, advising project leadership, business, IT, and multidisciplinary project teams on federal CCWIS requirements, child welfare program needs, and their application throughout procurement and implementation.

· Lead and support the development, decomposition, refinement, validation, and traceability of business requirements, use cases, user stories, and acceptance criteria needed to support CCWIS procurement and subsequent implementation.

· Assess requirements, scope, future-state capabilities, and proposed solution approaches against Administration for Children and Families (ACF) CCWIS requirements, applicable CCWIS Technical Bulletins, approved federal planning documents, and child welfare program needs.

· Develop, revise, and facilitate as-is and to-be child welfare business processes by CCWIS module, identifying changes to policy, practice, roles, workflows, workload, information needs, and system functionality, and support related Organizational Change Management activities.

· Provide CCWIS and child welfare subject matter expertise to strategic planning, future-state capability assessments, CCWIS roadmap development, and Advance Planning Document activities, ensuring recommendations and planned capabilities align with federal requirements and program priorities.

· Support procurement development and evaluation by reviewing requirements, use cases, procurement documents, evaluation materials, and proposed solution approaches for completeness, consistency, traceability, program accuracy, and alignment with CCWIS and child welfare needs.

· Apply AI-enabled tools, where appropriate, to accelerate the creation, decomposition, analysis, and quality review of requirements, use cases, user stories, acceptance criteria, business processes, and other project work products for client validation.

· Evaluate and provide CCWIS subject matter input to Expanded IV&V work involving federal reporting, data quality, data conversion, interfaces and interoperability, testing, training, user experience, security, architecture, and other cross-module dependencies, collaborating with specialized functional and technical subject matter experts as appropriate.

· During DDI, independently assess the Solution vendor's requirements management, design, development, quality management, testing, training, data conversion, interfaces, and other implementation processes and deliverables for completeness, quality, requirements traceability, contractual and functional compliance, and alignment with child welfare and federal CCWIS expectations.

· Identify, document, and communicate CCWIS compliance risks, requirements gaps, program impacts, and recommendations, and contribute to high-quality Expanded IV&V deliverables, assessment reports, project status reporting, stakeholder communications, and State and federal presentations.

Required Qualifications:

· Minimum 8 years of professional experience supporting health and human services information technology, child welfare programs, case management systems, or comparable system modernization initiatives.

· Minimum 2 years of experience in a leadership role on a Comprehensive Child Welfare Information System (CCWIS) implementation.

· Experience with system requirements definition and analysis, performance measurement, and technical considerations including enterprise architecture, network communications, infrastructure development, and interoperability.

Preferred Skills:

· Experience developing and managing requirements, use cases, user stories, acceptance criteria, and requirements traceability for a CCWIS or comparable health and human services system procurement or implementation.

· Experience performing Independent Verification and Validation (IV&V), quality assurance, or other independent assessments of large-scale health and human services system implementations, including review of vendor processes, plans, deliverables, and project performance.

· Experience developing as-is and to-be business process models and facilitating business process redesign sessions with child welfare or health and human services program staff.

· Experience applying federal CCWIS requirements, CCWIS Technical Bulletins, Advance Planning Documents, or other federal child welfare system requirements.

· Knowledge of federal child welfare reporting and data requirements, including Adoption and Foster Care Analysis and Reporting System (AFCARS), National Child Abuse and Neglect Data System (NCANDS), and National Youth in Transition Database (NYTD).

· Experience with data exchanges, interoperability, data quality, data conversion, testing, or related implementation areas for large health and human services systems.

· Experience using AI-enabled tools to draft, refine, analyze, decompose, or perform quality reviews of requirements, use cases, user stories, or acceptance criteria.
