Contract Details
• Contract term: 1 year, with a possible 12-month extension
• Work mode: Remote within Canada, with occasional on-site attendance in Edmonton as required
• Schedule: Monday to Friday, 8:15 a.m.–4:30 p.m. Alberta time
• Hours: 36.25 hours per week
• Rate: CAD $100–$110 per hour
Position Overview
We are seeking a Senior Organizational Change Manager to lead business readiness, stakeholder engagement, communications, training, adoption and organizational readiness for a major public-sector digital transformation. The consultant will support technology-enabled and AI-enabled change while ensuring privacy, accessibility, governance and responsible-AI requirements are followed.
Key Responsibilities
• Develop and execute integrated organizational change management and business-readiness strategies.
• Conduct stakeholder analysis, change-impact assessments and readiness assessments.
• Create communications, executive briefings, presentations, FAQs, user guides and knowledge resources.
• Develop training strategies, learning materials, job aids and knowledge-transfer activities.
• Identify change risks, resistance factors and mitigation plans.
• Coordinate deployment readiness, go-live, stabilization and transition-to-operations activities.
• Establish adoption metrics, readiness indicators, dashboards and regular status reporting.
• Support responsible use of approved AI-assisted tools for communications, training, analysis and reporting.
• Work with project leadership, business representatives and subject-matter experts across the organization.
What You Need to Have to Be Considered
• A bachelor’s degree or diploma in business, organizational development, communications, human resources, adult learning, project management, information technology, public administration or a related discipline.
• 10+ years of organizational change management experience supporting business transformation or technology-enabled projects.
• 10+ years developing change strategies, business-readiness plans, stakeholder engagement plans, communications plans and change-impact assessments.
• Demonstrated experience preparing effective stakeholder communications, including presentations, newsletters, FAQs and user guides.
• Experience working on multi-year public-sector or comparably regulated initiatives affecting large stakeholder groups.
• Experience supporting citizen-facing services, licensing, permitting, regulatory or service-transformation programs.
• Experience working in Agile, Scrum or hybrid project-delivery environments.
• Strong facilitation, executive communication, stakeholder-management and documentation skills.

• Government of Alberta or Canadian public-sector experience.
• ServiceNow citizen-service portal or workflow implementation experience.
• Prosci or Agile certification.
• Experience communicating with executives, steering committees, managers and end users.
• Experience using AI or Generative AI tools for change management, training, communications or business readiness.
