Senior Civil Engineer / Project Manager

Stantec is seeking a Senior Civil Engineer / Project Manager to provide technical leadership and project management for electric transmission, substation, battery energy storage system (BESS), renewable energy, data center, and utility infrastructure projects throughout New York and the Northeast. As part of our Environmental Services team, you will support project siting and due diligence, civil/site design, land development, stormwater management, permitting, regulatory compliance, stakeholder engagement, and construction-phase coordination for major energy and infrastructure projects.

Working within multidisciplinary teams of engineers, environmental professionals, planners, surveyors, GIS specialists, and permitting experts, you will lead the development of permit-ready engineering packages, regulatory exhibits, and technical submittals for electric transmission, utility-scale renewable energy, and BESS projects. A key focus of this role is supporting New York Article VIII permitting, including oversight of site plans, grading and drainage plans, access roads, stormwater and erosion control plans, plan and profile drawings, construction support facilities, and other engineering exhibits required for regulatory filings.

This role also supports the rapidly growing BESS market, with an emphasis on New York land use and local permitting. You will help clients navigate site plan review, zoning approvals, special use permits, SEQRA compliance, stormwater permitting, and coordination with municipalities, county agencies, and other Authorities Having Jurisdiction (AHJs). The successful candidate will combine strong civil/site engineering and project delivery expertise with the ability to build productive relationships with utilities, developers, regulators, local officials, and community stakeholders.

Your Key Responsibilities

• Serve as a Civil Engineer, Project Engineer, Senior Civil Engineer, Project Manager, or Technical Lead for BESS, renewable energy, land development, and infrastructure projects throughout New York and the Northeast.
• Lead or support civil/site design and preparation of engineering plans, technical reports, permit application packages, construction drawings, and regulatory submittals, including grading, drainage, stormwater management, erosion and sediment control, utility coordination, and site access design.
• Support New York Article VIII permitting and municipal, county, and local approvals, including development of engineering exhibits, site plan review, zoning approvals, special use permits, subdivision approvals, SEQRA compliance, and agency coordination.
• Develop and maintain relationships with municipalities, planning boards, zoning boards, county agencies, regulatory agencies, and other Authorities Having Jurisdiction (AHJs), while supporting stakeholder engagement, public meetings, and client presentations.
• Coordinate multidisciplinary teams and manage or support project scope, schedules, budgets, quality control, and client communications.
• Mentor junior staff, contribute to business development and proposal efforts, and promote a collaborative, people-first culture committed to safety, quality, and technical excellence.

Your Core Capabilities and Credentials

• Strong leadership, communication, and project management skills, with a demonstrated ability to deliver complex utility, energy, and land development projects.
• Expertise in civil/site design, land development, grading, drainage, stormwater management, erosion and sediment control, utility coordination, and site access design.
• Experience leading multidisciplinary engineering and environmental teams and coordinating with clients, regulators, municipalities, and stakeholders.
• Experience preparing and reviewing engineering plans, technical reports, permit applications, regulatory exhibits, and construction documents.
• Working knowledge of electric transmission siting, environmental permitting, and New York utility regulations, with Article VIII experience strongly preferred.
• Strong understanding of municipal review processes, zoning requirements, local land use permitting, SEQRA, and stormwater permitting in New York.
• Experience working directly with municipalities, AHJs, planning boards, zoning boards, county agencies, code officials, and regulatory agencies.
• Ability to manage multiple project priorities, maintain quality, and communicate effectively with clients and internal teams.
• Proficiency with AutoCAD Civil 3D and related engineering design software.
• Demonstrated success in client relationship management, business development, staff mentorship, and long-term stakeholder engagement.

Preferred Qualifications

• Direct experience supporting New York Article VIII applications for major electric transmission facilities, including service as a lead civil engineer, technical lead, or project manager on high-voltage transmission projects (69 kV+).
• Experience obtaining state and municipality approvals for BESS, renewable energy, complex land development projects in New York.
• Demonstrated experience preparing engineering plans and regulatory submittals, including site plans, grading and drainage plans, access road plans, utility plans, SWPPPs, erosion and sediment control plans, plan and profile drawings, and permit application packages.
• Demonstrated success coordinating with municipalities, planning and zoning boards, county agencies, code officials, and regulatory agencies including stakeholder outreach, public meetings, and agency consultations.
• Experience managing multiple concurrent permitting, design, and development projects through regulatory review and approval, including major transmission projects (>10 miles) and other complex utility infrastructure projects.

Education and Experience

• Bachelor’s degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, Biological Systems Engineering, or a related engineering discipline required.
• Minimum of 10 years of progressive experience in civil engineering, utility infrastructure, environmental permitting, or power sector project development.
• New York Professional Engineer (P.E.) license required, or ability to obtain reciprocity within a reasonable timeframe.
• Additional P.E. licensure in Northeast states (MA, CT, NJ, PA, VT, NH, ME, or RI) is a plus.
