Job Title: Senior Construction Engineer Location: Brussels, Belgium (Fully Remote) Contract Type: Freelance / Consultancy We are seeking an experienced Senior Construction Engineer to perform an independent technical assessment of two existing studies related to the future-proofing of a large administrative building in Brussels. The mission focuses on building engineering, energy performance improvements, and compliance with Brussels energy regulations. Key Responsibilities Conduct a desk study focused on building envelope performance, electrical installations, and lighting systems (LED retrofits, daylight and occupancy controls) Analyse technical documentation, as-built files, inspection reports, and existing engineering studies Provide an independent technical evaluation with clear recommendations for short- and long-term investments Assess compliance with Brussels regulations and energy obligations (BWLKE, PLAGE, EPB requirements) Evaluate measures required to reduce energy consumption toward targeted performance levels by 2040 Deliver a structured report outlining investment priorities, risks, and improvement opportunities Formulate pragmatic assumptions where information is incomplete or missing Requirements Proven experience in construction engineering and renovation projects for tertiary buildings Strong expertise in building envelope assessment and thermal performance analysis (U-values, thermal bridges, psi-values) Experience evaluating electrical installations and energy-efficient lighting solutions Familiarity with Brussels energy regulations and sustainability obligations Experience providing independent technical reviews, second opinions, or validation of engineering studies Strong analytical, reporting, and stakeholder communication skills Dutch proficiency required; English is a plus Additional Information Short-term consultancy assignment estimated at 4–5 working days Fully remote engagement Ability to deliver concise, independent, and actionable recommendations is essential
