AECOM is seeking an experienced Senior Construction Project Manager to support our Houston Water / Wastewater / Conveyance practice. This position will provide senior-level construction management, project leadership, and business development support for complex municipal water, wastewater, and conveyance infrastructure projects throughout the Houston and Southeast Texas region. The successful candidate will also play a key role in cultivating client relationships, identifying new business opportunities, and supporting the growth of AECOM's construction management services within the regional water infrastructure market.

The successful candidate will serve as a key interface between clients, contractors, design teams, regulatory agencies, and other project stakeholders during construction. The role will be responsible for overseeing construction-phase delivery, including contract administration, cost and schedule management, change management, quality, field coordination, risk management, commissioning, and project closeout.

This position requires a seasoned construction professional with significant experience delivering large and/or complex municipal water and wastewater infrastructure projects and the ability to represent AECOM and its clients in high-level project and construction decisions.

Responsibilities

Responsibilities for this position include, but are not limited to:

  • Lead construction management and delivery of complex municipal water, wastewater, and conveyance infrastructure projects, including treatment facilities, pump/lift stations, pipelines, and collection systems.
  • Serve as the primary construction-phase liaison between municipal clients, contractors, engineering teams, regulatory agencies, and other project stakeholders.
  • Oversee construction contract administration, including RFIs, submittals, change orders, payment applications, claims, and resolution of construction-related technical issues.
  • Manage project budgets, schedules, scope, quality, and risk while monitoring contractor performance, construction progress, and compliance with contract requirements.
  • Provide leadership and oversight to construction managers, resident engineers, inspectors, and multidisciplinary project teams, ensuring effective coordination and timely issue resolution.
  • Oversee construction quality, safety coordination, testing, commissioning, substantial completion, and project closeout to ensure successful delivery and operational readiness.
  • Support preconstruction planning, constructability reviews, alternative delivery methods, client relationship management, and business development activities for municipal water infrastructure projects.
  • Drive business development activities by building and maintaining relationships with municipal clients and industry partners, identifying and pursuing new construction management opportunities, and supporting proposals, client presentations, and strategic growth initiatives within the Houston water/wastewater market.

Minimum Requirements

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Construction Management or related engineering or construction discipline plus 10 years of relevant experience or demonstrated equivalency of experience and/or education.

Preferred Qualifications

  • 15+ years of progressively responsible construction management experience delivering municipal water, wastewater, and conveyance infrastructure projects.
  • Current Professional Engineer (PE) registration in the State of Texas.
  • Demonstrated experience managing construction of water/wastewater treatment plants, pump and lift stations, large-diameter pipelines, and collection/conveyance systems.
  • Experience leading large-scale, complex, multi-year municipal infrastructure construction projects, preferably in an owner's representative or engineering consulting capacity.
  • Experience with alternative project delivery methods, including Construction Manager at Risk (CMAR), Design-Build, and Progressive Design-Build.
  • Strong knowledge of the Houston and Southeast Texas municipal water/wastewater market, including established relationships with municipal utilities, public agencies, and contractors.
  • Certified Construction Manager (CCM) or Project Management Professional (PMP) certification, with demonstrated experience leading construction teams and supporting client development activities.
  • Sponsorship is not available for this role now or in the future.
  • No relocation assistance associated with this role.

At AECOM, we are committed to maintaining a secure and trustworthy recruitment process and take any fraudulent hiring activity seriously. To support this commitment, all newly hired employees are required to attend an in-person Day 1 onboarding at an AECOM office location as a condition of employment.
