Show job description

Azura Sankofa Advisory (ASA) is a lean global health advisory practice within Management Sciences for Health (MSH). We help governments strengthen and sustainably finance their health systems, and we work in support of government leadership rather than as a substitute for it. Our model is deliberately small: senior advisers, a flexible consultant roster, and the technical depth of MSH behind us.

The consultant will support ASA's mission to provide mission-focused global health consulting services that drive innovation, adaptiveness and sector change for governments and ministries. As we build our pipeline and prepare for our first funded engagements, we are looking for a senior consultant to provide part-time technical and business-development support during this period. The role's main priorities are winning work, producing strong technical proposals and concept notes, and building our consultant roster and delivery readiness. It also provides technical oversight of engagements once they are won. The consultant works closely with, and takes direction from, the Managing Director, who retains accountability for ASA's strategy, client relationships and final decisions.

Key Responsibilities

  • Business development. Help build and convert ASA's pipeline of government, donor and foundation opportunities, from qualification and capture planning through to submission, in coordination with MSH's business-development teams.
  • Proposals and concept notes. Lead the development of high-quality, country-owned concept notes and proposals, translating discussions with governments and partners into compelling technical offers, and drawing in expertise from ASA and across MSH.
  • Technical advisory. Provide senior technical expertise in support of government-led reform, across ASA's core focus areas (below).
  • Consultant roster and readiness. Help reorganise and strengthen the consultant roster, and provide recommendations regarding consultant qualifications, capabilities and staffing needs, so ASA can mobilise quickly and credibly when work is won.
  • Delivery oversight. Once engagements begin, support technical inception and quality, review key deliverables within delegated authority, and capture lessons learned, while the Managing Director holds client and strategic accountability.
  • Client and engagement support. Support the Managing Director on delivery planning and client engagement as time allows, and help draw MSH's technical expertise into ASA's proposals and work.

Technical Focus Areas

The consultant is expected to bring senior expertise in several of the following, applied in support of government leadership and country-owned reform:

  • Government advisory services and public-sector consulting.
  • Health financing and public financial management.
  • Health-systems strengthening, sustainability and transition.
  • Governance, accountability and regulatory compliance.
  • Government operations and reform, and organizational strategy.
  • Digital transformation as an enabler of health-system performance.

Terms

This is a remote role, with travel as required. Initial six months, renewable subject to need, performance and funding. Level of effort and daily rate to be agreed, against the relevant consultant band. This is an independent consultancy, not an employment position.

QUALIFICATIONS

  • At least 10 years' experience in global health, health financing, public financial management, governance, institutional strengthening or advisory services, including senior technical experience.
  • A strong track record of winning and delivering donor- and government-funded work, and of writing successful proposals, concept notes and investment cases.
  • Technical depth in one or more of ASA's core areas: health financing, public financial management, donor transition and co-financing, governance and accountability, or health-systems strengthening.
  • Experience supporting projects, programmes or clients across East and West Africa, with the ability to navigate diverse cultural, regulatory, business and political environments.
  • Credibility with senior government officials and funders, and a genuine commitment to country-led, government-owned reform.
  • Experience building consultant rosters, staffing models or proposal processes, and strong project-management discipline.
  • Excellent written and spoken English; additional language capabilities are desirable in regions where ASA operates. Comfortable working independently in an entrepreneurial, start-up environment, and able to travel when required.
