NTU International is a leading international consulting firm delivering programme management and advisory services for development projects worldwide. For almost three decades, NTU has supported sustainable development through engineering, policy, economics, technology and social development. With more than 2,000 completed projects and studies and 20 project offices worldwide, NTU brings extensive international delivery experience.

As part of the continued expansion of its Digital Transformation, Innovation and ICT Advisory portfolio, NTU is seeking an experienced, motivated and results-oriented Senior Digital Advisory Manager to support business development, technical proposal preparation and the implementation of digital consultancy assignments.

NTU provides a comprehensive range of services covering digital policy and governance, artificial intelligence, research and innovation, digital economy and sectoral development, ICT advisory, cybersecurity, interoperability and digital technologies. Our 360° approach to digital transformation combines strategic policy advisory, applied research, regulatory analysis, institutional capacity building and technical expertise, supported by an international network of senior experts, research institutions, specialised consulting firms and technology partners.

NTU leads consortia under two major European Commission framework contracts: High-level Advice and Consultancy Services (HACS), managed by DG DIGIT, and SEA 2023 Lot 5: Science, Technology, Innovation and Digital. These frameworks, alongside NTU's wider portfolio of international development projects, provide a strong foundation for expanding our digital advisory activities across Europe and internationally.

The successful candidate will play an important role in identifying and developing new opportunities, establishing partnerships with senior technical experts and research organisations, preparing competitive technical and financial proposals, and coordinating the implementation of awarded assignments.

  • Lead technical methodologies, implementation approaches, work plans, resource estimates and staffing arrangements.
  • Translate ICT requirements into credible activities, deliverables and budgets; coordinate specialist input.
  • Work with NTU bid and finance teams to prepare compliant technical and financial submissions.
  • Manage awarded ICT advisory and transformation projects, coordinating multidisciplinary experts and subcontractors.
  • Monitor deliverables, schedules, resources, budgets, contractual reporting and technical quality.
  • Review technical outputs and coordinate client communication and acceptance of deliverables.
  • Contribute to the positioning, new services, partnerships, commercial pipeline and project references.
  • Identify emerging digital government, data, AI, cybersecurity and interoperability opportunities.

Qualifications and skills

  • University degree in Computer Science, Information Technology, Information Systems, Engineering, Business Information Systems or a related field.
  • At least 6 years of relevant professional experience in ICT advisory, digital transformation or technology consulting.
  • Demonstrated experience preparing technical proposals for public-sector ICT consultancy assignments.
  • Experience managing multidisciplinary ICT consultants, technical specialists and/or technology subcontractors.
  • Strong understanding of ICT systems, software platforms, system integration and public-sector digital transformation.
  • Ability to prepare methodologies, work plans, staffing estimates, resource allocations and budgets.
  • Strong project management, analytical, organisational, communication and negotiation skills; commercial awareness and independence.
  • Proficiency in Microsoft Word, Excel and PowerPoint.

Strong assets

  • Direct experience with DG DIGIT, European Commission services or EU agencies.
  • Experience with HACS, BEACON or comparable EU ICT advisory framework contracts, including reopening-of-competition procedures.
  • Established European network of senior ICT experts and specialist technology firms.
  • Familiarity with EU digital policy, AI governance, cybersecurity, data protection and interoperability standards.
  • Experience with EU-funded assignments, EIB, World Bank or other international financial institutions.

Language skills

  • Fluent spoken and written English, minimum C1.
  • Working knowledge of French is an advantage.

What we offer

  • A central role in developing NTU’s Digital Development and its 360-degree digital services offering.
  • Exposure to European Commission frameworks and international ICT advisory and technology assignments.
  • Responsibility for technical proposals, project delivery and a diverse international expert and partner network.
  • A dynamic international environment with meaningful professional independence and growth opportunities.
  • Flexible working arrangements, remotely within the European Union and/or from NTU’s Aalborg office.
