Job Summary:

The Senior Director of Pricing, Contracting and Government Affairs leads the development and execution of pricing and contracting strategies for marketed products in the United States and international markets. The role establishes disciplined global pricing governance, monitors changes in the pricing, reimbursement, contracting and public policy environment, and converts those developments into clear business implications and recommendations for senior leadership.
This leader manages the Global Pricing Committee and its supporting processes, including decision rights, business cases, approval documentation, pricing guardrails and exception management. The Senior Director also supports international expansion by assessing market attractiveness, reimbursement pathways, international reference pricing exposure, health technology assessment requirements, tender dynamics and partner capabilities. Working across Market Access, Finance, Commercial, Legal, Compliance, Medical Affairs, Regulatory, Supply Chain and regional or country teams, the role balances sustainable patient access, product value, revenue quality and compliance.

Essential Functions:

Pricing Contracting and Policy Intelligence
• Maintain a structured intelligence capability covering pharmaceutical pricing and contracting trends, payer behavior, competitive pricing, reimbursement policy, health technology assessment, international reference pricing, tender practices, affordability programs and evolving access models.
• Monitor relevant US federal and state legislation, regulation and agency guidance, including developments affecting Medicare, Medicaid, the 340B program, government price reporting, drug price negotiation, inflation rebates, price transparency and commercial contracting.
• Track international policy developments that may affect launch price, net price, reimbursement, contracting flexibility, price disclosure, cross-border referencing and supply obligations.
• Translate external developments into concise impact assessments, scenarios and recommended actions for the executive team, Global Pricing Committee and product teams.
• Establish regular reporting and early-warning mechanisms for pricing risk, policy change, competitor action and emerging contracting opportunities.

US and Global Pricing Strategy
• Develop and execute evidence-based pricing strategies for marketed products, new indications and lifecycle events in the United States and other priority countries.
• Lead price-change recommendations using product value, unmet need, clinical evidence, payer research, analogues, competitive dynamics, budget impact, affordability, gross-to-net economics and long-term portfolio considerations.
• Create global pricing architecture as necessary, including price corridors, floor prices, target net prices, discount guardrails, country launch sequencing and rules for exceptions.
• Assess the effect of individual country decisions on international reference pricing, parallel trade, tender participation, price visibility and future access in other markets.
• Develop lifecycle pricing plans addressing indication expansion, new formulations, competitive entry, loss of exclusivity, channel changes and evolving evidence.

Contracting Strategy and Execution
• Design and execute US payer and channel contracting strategies for commercial, Medicare, Medicaid and other government or institutional segments, in partnership with Payer Account Management, Trade, Finance, Legal and Government Pricing.
• Develop contract value propositions, offer structures, performance measures, approval thresholds and negotiation guardrails that reflect access objectives, financial return, operational feasibility and legal requirements.
• Evaluate traditional rebates, volume or share arrangements, outcomes-based agreements, indication-based approaches, warranties, subscription models, tender offers and other innovative arrangements where appropriate.
• Lead financial and strategic evaluation of proposed agreements, including gross-to-net impact, price protection, best-price and government-pricing implications, operational requirements, downside exposure and termination provisions.
• Monitor contract performance and price realization, identify leakage or underperformance, and recommend renewal, modification or discontinuation decisions.
• Support contracting approaches for international affiliates, distributors, licensees, named-patient or early-access programs, private-pay channels and public tenders.

Global Pricing Committee Leadership and Governance
• Lead the Global Pricing Committee as the accountable process owner and strategic facilitator, ensuring timely, well-supported and clearly documented pricing and contracting decisions.
• Maintain the committee charter, membership, decision rights, approval authorities, meeting calendar, submission requirements and escalation pathways.
• Set agendas; coordinate pre-reads; challenge assumptions; facilitate discussion of trade-offs; document decisions, conditions and action items; and ensure timely follow-through.
• Create standardized pricing dossiers and business-case templates that integrate access, clinical value, policy, financial, legal, operational and cross-market considerations.
• Maintain an auditable repository of approved prices, discounts, contract terms, exceptions and decision rationales, with appropriate access controls and retention standards.
• Periodically assess governance effectiveness and recommend improvements to policy, process, systems, training and committee composition.

International Expansion and Reimbursement
• Lead pricing and reimbursement assessments for entry into new countries, including market attractiveness, addressable population, payer structure, reimbursement pathway, evidence requirements, expected access, price potential, timing, investment and risk.
• Recommend country prioritization and launch sequence based on revenue opportunity, patient need, regulatory timing, health technology assessment, reference-pricing consequences, contracting flexibility, local capabilities and supply considerations.
• Develop market-entry pricing and reimbursement strategies for direct commercialization, distributors, licensees, early-access or named-patient programs, private insurance, self-pay and public procurement pathways.
• Partner with local teams and external experts to prepare reimbursement submissions, payer engagement plans, negotiation strategies, tender responses and objection-handling materials.
• Assess potential partners from a pricing and reimbursement perspective and define contractual controls for price, discounting, tender participation, data reporting, governance and escalation.
• Build repeatable tools and playbooks that allow the company to evaluate and execute international expansion consistently across markets.

• Serve as the internal subject matter leader on government policies that affect pharmaceutical pricing, reimbursement, contracting and market access in coordination with Legal, Compliance and Corporate Affairs.
• Develop company positions and business-impact analyses on priority policy issues; provide technical pricing and reimbursement input to advocacy strategies, comment letters and trade-association engagement.
