About InterAgency Inc.

InterAgency Inc. is a dynamic and fast-growing infrastructure consultancy specializing in water resources and transit across D.C., Maryland, and Virginia. Since 2011, InterAgency has provided facility design, regulatory coordination, NEPA and Clean Water Act permitting, and program management services on some of the region’s largest public works programs. Our team has a vital role in shaping the multibillion-dollar deep tunnel programs, biosolids facility upgrades, coastal seawalls, and critical transportation initiatives that will define the future of our region.

Position Overview

InterAgency Inc. is seeking a licensed Senior Professional Engineer with significant pipe experience to support linear water infrastructure program management at DC Water. This role supports planning, condition assessment, renewal strategy, and technical review. We are looking for a technically strong, process-driven engineer who can provide sound engineering judgement, evaluate the work output of project delivery teams, mentor junior staff, seal technical deliverables as needed, and interface effectively with the client.

Key Responsibilities

  • Planning and Prioritization: Support annual and comprehensive updates to the utility’s CIP and linear facilities plans, using assessment data, break history, hydraulic models, and GIS to identify needs and develop reliability, resiliency, and level-of-service strategies. Develop renewal strategies and targets for linear assets.
  • Capital Project Development: Develop risk-based prioritization recommendations and validate scopes, budgets, sequencing, schedules, and assumptions for linear projects.
  • Technical Leadership: Prepare, peer review, and seal technical memoranda, engineering drawings, reports, submittal and RFI responses, and cost opinions consistent with the utility’s design standards and quality procedures. Review third-party and developer designs for conformance with utility standards and support updates to linear design standards. Mentor junior engineers and coordinate as needed with staff and contractors on other programs.
  • Conditions Assessments: Recommend technologies and locations for assessments, observe inspections on-site, and coordinate corrosion and cathodic protection evaluations.
  • Operations and Emergency Support: Plan shutdown, isolation, and sequencing strategies with operations staff to maintain service, involving operating groups early in planning and design. Provide rapid engineering support during main breaks and emergencies, including failure investigation.

Required Qualifications

  • Bachelor’s degree in civil engineering and current Professional Engineer (PE) license. DC licensure is preferred; candidates licensed in another state must be able to obtain DC licensure by reciprocity within six months of hire.
  • 10+ years of experience in planning, design, or condition assessment of water transmission and distribution or wastewater conveyance infrastructure, including significant experience with large-diameter pressure pipe.
  • Experience translating condition assessment data into renewal recommendations and capital project scopes.
  • Experience preparing construction cost opinions for linear projects.
  • Strong technical writing skills and the ability to present findings to utility staff and leadership.
  • Valid driver’s license and ability to travel to project and field sites throughout the DC metro region.

Preferred Qualifications

  • Master's degree in civil engineering; DBIA, CCM, or PMP credentials.
  • Experience supporting a large water utility’s capital improvement program.
  • Experience with large-diameter line condition assessment and rehabilitation.
  • Familiarity with relevant AWWA standards and manuals.

Employment Conditions

  • Full-time, exempt position requiring regular presence at client offices, with periodic presence at the home office and at field and project sites throughout the DC metro region.
  • Ability to perform office duties involving computer use, technical reading, data analysis, and communication, with reasonable accommodation as needed.
  • Ability to conduct periodic field visits involving uneven terrain and active construction sites, use required personal protective equipment, and follow utility site safety protocols, with reasonable accommodation as needed.

Compensation & Benefits

  • Salary range, commensurate with experience and qualifications: $140,000 – $165,000.
  • Benefits:
    • Medical, dental, and vision coverage, plus life and disability insurance.
    • 401(k) retirement plan with a Safe Harbor employer match.
    • Up to 20 days of paid time off annually, prorated during your first year, plus paid holidays and paid leave benefits.
    • Flexible spending accounts.
    • Eligibility for bonuses and profit sharing.
