POSITION TITLE: Senior Estimator, Wireline

CLASSIFICATION: Exempt

POSITION OVERVIEW:

ADB is seeking a Senior Estimator with deep, hands-on experience in telecommunications OSP estimating, wireline preferred. This role will lead the estimating process within the company's estimating software and cost database. The Senior Estimator will build and maintain the standardized cost libraries, crew structures, and item templates that estimators across our OSP divisions Nationwide will rely on. The ideal candidate is a builder of both estimates and estimating systems. They turn RFPs, rate cards, and bid packages into well-documented, near-final estimates under tight deadlines, and bring an ALL IN attitude to achieving results.

ROLES AND RESPONSIBILITIES:

Estimate Development

  • Builds unit prices from the ground up using crew makeup, production rates, equipment costs, and material costs for wireline and OSP utility construction projects.
  • Prices both discrete bids and MSA rate cards, keeping the logic consistent and defensible across pricing formats.
  • Takes an RFP, rate card, or bid package to a 90% complete estimate. Each estimate includes documented assumptions, exclusions, and risks, so that Operations review focuses on judgment calls rather than rebuilding the numbers.
  • Reads and interprets construction drawings, engineering designs, and blueprints to determine quantities, methods, and labor and equipment needs.
  • Prepares estimates for use in subcontractor and vendor selection, and evaluates subcontractor and vendor pricing against internal cost benchmarks.

Estimating System and Cost Database Leadership

  • Leads the setup, structure, and ongoing maintenance of the company's estimating software and cost database.
  • Uses historical cost and production data to build and refine standardized cost libraries, crew definitions, item templates, and regional rate structures for other estimators to reuse.
  • Establishes and enforces estimating standards, workflows, and quality checks so that estimates are consistent, auditable, and comparable across regions and divisions.
  • Maintains cost data accuracy by regularly incorporating actual job performance, labor rates, equipment rates, and material pricing.
  • Trains, mentors, and supports estimators and other users on the estimating system, standards, and best practices.

Process, Collaboration, and Bid Support

  • Follows and champions company naming conventions and the Opportunity-to-SO-to-Job process so that estimates connect cleanly to downstream systems.
  • Partners with Business Development, Proposal Management, and Operations to align estimates with bid strategy, customer requirements, and execution plans.
  • Participates in and contributes to bid strategy meetings, and presents estimate findings, risks, and pricing recommendations to leadership.
  • Manages multiple concurrent bids under tight deadlines while maintaining accuracy and documentation standards.
  • Communicates regularly with support staff on future project requirements that would impact payroll, HR, Fleet, etc.
  • Has full understanding of underground construction operations, including equipment used, labor skills, safe digging operations, OSHA requirements, etc.
  • Adheres to and upholds ADB's safety culture, and ensures safety requirements are reflected in estimates and project planning.
  • Is able to support a fast paced, demanding work schedule, which could include early mornings, evenings, weekends, etc.
  • Performs other tasks as assigned by leadership.

WORK ENVIRONMENT:

  • Must be able to work in a variety of physical positions, like sitting, squatting, standing, walking and driving.
  • Must endure regular exposure to all weather conditions, especially hot, humid and/or rainy spring, summer and fall weather, combined with regular work time indoors in environmentally controlled conditions.
  • May be exposed to uncomfortable or distracting sounds or noise levels on sites of projects being managed or coordinated.
  • Must wear common protective safety equipment, such as safety glasses, hard hat, steel toed boots, safety vests, etc.

EXPERIENCE AND EDUCATION:

  • 5+ years' experience estimating OSP utility construction projects within the telecommunications industry required; wireline estimating strongly preferred
  • Demonstrated experience building unit prices from crew, production, equipment, and material inputs, and pricing both discrete bids and MSA rate cards
  • Experience implementing or administering estimating software and building structured cost libraries, crews, and templates
  • Prior OSP field experience preferred
  • Valid Driver License required
  • High School Diploma or equivalent required; Bachelor's degree in Construction Management, Engineering, or a related field preferred
