Health Systems Specialist Senior-Level, Operational Informatics Pipeline (OIP)
Job Summary:
Aptive seeks a Health Systems Specialist Senior-Level to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the Operational Informatics Pipeline (OIP) contract. You will use your knowledge of VA databases and how they fit together to build the analytics and dashboards OCI uses to track its informatics portfolio, then help teams put them to use. The role supports both the Interoperability and Clinical Informatics Solutions specialty areas, including portfolio value measures, Veterans Health Information Exchange (VHIE) reporting, Electronic Health Record (EHR) issue management, and patient safety analytics. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside data analysts, clinical informaticists, and VA Business Owners.
Primary Responsibilities
- VA Data Integration. Use knowledge of VA databases and their interrelationships, such as the Corporate Data Warehouse (CDW), Summit Data Platform, VHA Support Service Center (VSSC), VHIE, and ServiceNow data, to source analytics.
- Dashboard Development. Design, build, and maintain Power BI or Tableau dashboards for OCI leadership, VA Business Owners, and delivery teams.
- Portfolio Measures. Build visualizations of Epic and Feature value measures, including baseline, actual, and variance, and supply structured data to the OIP Integration team.
- Interoperability Analytics. Develop dashboards for VHIE exchange volume, data quality, and exchange partner performance.
- Clinical Informatics Analytics. Develop dashboards for EHR issue management, Oracle Health queues, and patient safety monitors.
- Informatics Environment Development. Advise on how new data sources and tools fit into VA’s informatics environment.
- Project Management. Apply project management tools and techniques to plan and deliver analytics work, including schedules and dependencies.
- Change Management and Adoption. Apply change management theory to drive dashboard adoption, and train users.
- Data Quality and Governance. Define data-quality checks and document data sources, definitions, and refresh schedules.
- Agile Team Participation. Participate in Planning Interval (PI) Planning, backlog refinement, iteration ceremonies, and system demos; help decompose Epics into Features with clear acceptance criteria.
- Insight Briefings. Present analytics findings and recommendations to OCI leadership and VA Business Owners.
Minimum Qualifications
- Master’s degree required.
- Minimum of 10 years of professional experience.
- Knowledge and skill in VA databases and their interrelationships, such as CDW, VSSC, and other VHA data sources, as they relate to the development and enhancement of VA’s informatics environment.
- Knowledge and skill in applying project management tools and techniques.
- Knowledge and skill in applying change management theory and applications.
- Experience building dashboards and analytics in Power BI, Tableau, or similar tools.
- Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.
Desired Qualifications
- Advanced SQL.
- Experience with the Summit Data Platform or Databricks.
- Experience with VHIE or ServiceNow data.
- Project Management Professional (PMP) or Prosci certification.
- Experience applying Section 508 accessibility standards to dashboards.
- Degree in informatics, health care administration, data science, or a related field.
- Experience on SAFe or Scrum teams.
