The Senior HR Generalist & Talent Acquisition Specialist leads full-cycle recruiting and day-to-day HR operations across a multi-site residential services organization. The role has a primary focus on high-volume hiring for Direct Support Professionals (DSPs), plus ownership of onboarding, background studies, HR compliance, and first-level employee relations. The position partners with HR leadership on escalated matters and with program leadership on staffing needs.

  • Partner with hiring managers to forecast staffing needs and maintain current job descriptions.
  • Source, screen, and interview candidates, and coordinate interviews and offers.
  • Manage job postings and recruiting campaigns (Indeed, Rippling ATS, job fairs, schools, and community partners).
  • Track recruiting metrics such as time-to-fill, source effectiveness, and early turnover, and recommend improvements.
  • Build relationships with workforce programs and training partners to strengthen the candidate pipeline.

Onboarding and Orientation

  • Coordinate a compliant, consistent onboarding experience for all new hires.

  • Track required orientation and annual training for staff, in coordination with program leadership.
  • Coordinate system access and equipment needs for new hires with IT.

Background Studies and Compliance

  • Submit and monitor DHS NETStudy 2.0 background studies, and track clearance status before any client contact.
  • Maintain OSHA recordkeeping (300, 300A, and 301 logs) and annual posting requirements.
  • Complete annual workers' compensation, EEO/Affirmative Action, and other required HR reporting.
  • Respond to routine unemployment claims.
  • Stay current on employment law and licensing requirements that affect HR practices.

HR Administration, Benefits, and Leave

  • Maintain accurate employee records in Rippling for hiring, changes, and offboarding.
  • Administer benefits enrollment, open enrollment communications, and employee benefits questions.
  • Coordinate leave of absence processes with benefits and leave vendors.
  • Administer employee recognition programs.
  • Coordinate offboarding, including exit paperwork, final records, and IT and equipment return notifications.

Employee Relations and Policy

  • Serve as the first point of contact for employee questions and concerns.
  • Advise supervisors on consistent application of policies and documentation practices.
  • Support supervisors with corrective action documentation.
  • Conduct routine workplace investigations as assigned, and escalate complex matters to HR leadership.
  • Assist in developing HR policies and maintain HR standard operating procedures.

Other duties as assigned.

This role offers a development path toward HR Manager. Advancement is based on demonstrated skill in investigations, policy development, and employee relations.
