The Role

Reporting to the Head of HR Operations, you will bridge employment compliance research with hands-on operational delivery. As a senior individual contributor, you will build practical HR infrastructure for new and existing markets while owning employee lifecycle, payroll, and vendor operations across multiple jurisdictions. You will turn complex local requirements into clear templates, SOPs, controls, and guidance that HR teams and business stakeholders can use with confidence. This is a remote role open worldwide, subject to local employment feasibility.

What You'll Do

· Research employment requirements across new and existing markets—including employment structures, probation, statutory leave, social insurance, taxation, and termination—and maintain a structured, searchable compliance knowledge base.

· Develop and continuously update localized employment templates and HR policies, including employment contracts, offer letters, termination documents, probation forms, leave and attendance rules, benefits, and remote-work policies.

· Build repeatable onboarding and offboarding SOPs for each market, defining ownership, timelines, control points, and required documentation to create clear, trainable operating manuals.

· Conduct HR due diligence for new-market entry, entity establishment, and EOR/PEO onboarding, identifying employment risks and translating findings into practical recommendations.

· Own end-to-end employee lifecycle operations across international markets, including onboarding, contract execution, HRIS records, employee changes, cross-border transfers, compensation adjustments, reporting-line changes, and offboarding.

· Manage payroll operations for key markets, covering attendance validation, payroll calculations, statutory contributions, tax coordination, exception handling, reconciliation, and payroll risk controls.

· Manage international HR vendors—including payroll, EOR/PEO, background screening, and benefits providers—covering daily coordination, invoice reconciliation, performance reviews, vendor selection, pricing comparisons, and contract discussions.

· Partner with HRBPs, business stakeholders, Finance, and external advisers to deliver accurate, timely HR transactions while improving operational quality, compliance, employee experience, and cost efficiency.

What We're Looking For

Must-haves

· A bachelor’s degree or above, preferably in Human Resources, Law, Labor Relations, or a related discipline, together with 5+ years of hands-on experience in multi-country HR operations, shared services, employment compliance, or HR consulting.

· Practical payroll and employment-law experience in at least one or two international markets, ideally including Hong Kong, Singapore, the UAE, or Turkey.

· Demonstrated ability to research multi-jurisdiction employment regulations and convert them into usable knowledge bases, document templates, SOPs, policies, and control checklists.

· Experience independently managing the full employee lifecycle and resolving complex cross-border cases involving transfers, overlapping jurisdictional requirements, or non-standard employment arrangements.

· Professional fluency in Mandarin and English, with strong documentation, stakeholder management, analytical, Excel, and Word skills and close attention to data accuracy.

Strong-to-haves

· Experience in digital assets, fintech, or another fast-moving regulated industry.

· Familiarity with EOR/PEO employment models and experience managing international HR vendors, service quality, and commercial negotiations.

· Experience operating multi-currency, multi-jurisdiction payroll through platforms or providers such as ADP, Deel, or TMF.
