Position Title: Senior Human Resources Specialist (Employee Benefits) Work Location: Remote Job Type: Full-time, Contract Summary C² Technologies seeks a Senior Human Resources Specialist to support federal retirement and employee benefits operations for a government client. Working under program leadership, this role provides advanced advisory and counseling support on retirement and benefits matters, reviews and resolves complex cases, supports employees through key HR and benefits milestones, and helps ensure accurate, timely, and policy-compliant service delivery. This position also contributes to training, process improvement, and procedural guidance related to federal retirement and benefits administration Responsibilities • Provide advanced guidance and counseling on federal retirement, health insurance, life insurance, Thrift Savings Plan, and related employee benefits programs • Review, analyze, and resolve complex retirement and benefits cases, including sensitive or contested matters • Review and correct retirement system determinations under applicable federal retirement rules and policies, including FERCCA-related issues • Explain eligibility requirements, benefit entitlements, and election options for retirement, health insurance, life insurance, Thrift Savings Plan, Social Security, and workers’ compensation programs • Provide advisory services on voluntary, disability, deferred, and postponed retirement cases, including support for general retirement provisions and special retirement coverage populations such as Law Enforcement Officers and Customs and Border Protection Officers • Review benefits and retirement documents, including beneficiary forms and FEHB and FEGLI enrollment forms, for accuracy, completeness, and compliance • Prepare clear, well-documented responses to employee, retiree, management, and stakeholder inquiries • Utilize HR systems and tools to manage and track workload, including Salesforce, HRBE, SharePoint, HRIS platforms, and other federal HR systems • Develop and deliver training sessions, briefings, and educational materials for employees and management in individual, group, in-person, and virtual settings • Update and refine Standard Operating Procedures and other process documentation related to retirement and benefits processing • Serve as a liaison among supervisors, employees, senior leadership, and external stakeholders on retirement and benefits matters • Collaborate with OPM, benefit carriers, and other federal agencies on casework, issue resolution, and program coordination, as needed • Contribute to process improvement efforts and perform other duties as assigned Requirements Education Requirement • Bachelor’s or Master’s degree in Human Resources, Business, or a related field, or equivalent experience Experience Requirement • 5 to 10 years of HR experience with strong knowledge of federal retirement and employee benefits programs • Demonstrated experience providing advisory and counseling support on federal retirement, health benefits, life insurance, and Thrift Savings Plan matters • Experience resolving complex or sensitive retirement and benefits cases • Experience interpreting and applying OPM policies, federal HR regulations, and benefits guidance • Experience preparing written responses, case documentation, and recommendations related to retirement and benefits matters • Experience supporting employees covered under both standard federal retirement provisions and special retirement coverage populations is preferred • Excellent oral and written communication skills • Strong organizational and problem-solving abilities • High attention to detail, confidentiality, and professionalism • Ability to provide empathetic, accurate, and clear counseling to employees navigating sensitive benefits and retirement issues • Ability to explain complex benefits rules and requirements to employees, managers, and stakeholders • Ability to work collaboratively across teams and agencies while managing competing priorities Experience Requirement – Tools and Software • Proficiency with HRIS and federal HR systems • Strong skills with Microsoft Office Suite and data tracking tools • Experience using Salesforce, HRBE, SharePoint, or similar case management and workflow tools is preferred Additional Requirements Due to contractual requirements, only U.S. citizens are eligible for consideration. Base Salary Range: $65,000 – $75,000 / year. Our salary ranges are determined by role, level, and structural alignment.
