Position Overview:
Help develop, promote, and execute U.S. Chamber China Center advocacy and programs relating to U.S. trade and investment and regulatory policy with China, focusing on supply chains, infrastructure, energy, and agriculture.
Responsibilities:
- Monitor, analyze, and report on trade, investment, commercial, regulatory, and geopolitical developments affecting U.S.-China economic relations, while serving as a lead point of engagement for China Center members across multiple policy portfolios and industry sectors.
- Produce high-quality, executive-level written content for nightly policy updates, newsletters, member communications, leadership briefings, reports, and digital platforms, often under tight deadlines and in response to rapidly evolving developments.
- Identify emerging policy, regulatory, and commercial risks and opportunities, anticipate developments of significance to the business community, and ensure members and Chamber leadership remain informed of key trends and implications.
- Develop and advance policy positions and advocacy strategies by drafting briefing materials, testimony, speeches, position papers, comment letters, correspondence, and other written products for senior government officials, corporate executives, policy committees, media stakeholders, and the broader public.
- Conduct original research and prepare sophisticated qualitative and quantitative analyses of China-related trade, investment, regulatory, and economic trends, translating complex developments into clear, actionable insights for Chamber leadership and member companies.
- Convene, brief, and support senior executives, policymakers, subject-matter experts, and member companies through meetings, working groups, roundtables, conferences, and other strategic engagements.
- Manage multiple concurrent workstreams and policy portfolios, balancing competing priorities while delivering accurate, timely, and strategically relevant analysis and recommendations.
- Serve as a trusted resource for member companies by responding to business advisory inquiries and providing informed guidance on policy, regulatory, and commercial developments affecting operations in China.
- Support international missions, executive programs, events, research initiatives, speaker recruitment, strategic communications, and member engagement activities.
- Build and maintain productive relationships with member companies, government stakeholders, think tanks, industry associations, and other external partners to advance the Chamber’s advocacy and thought leadership objectives.
- Support membership recruitment, retention, and growth efforts by demonstrating the value of China Center programming, analysis, advocacy, and member services.
Qualifications:
- Advanced degree in international affairs, public policy, economics, law, business, Chinese studies, or a related field, and at least 6–8 years of experience analyzing, developing, or advocating on China trade, investment, economic, technology, or regulatory policy issues.
- Deep knowledge of the PRC political, economic, and regulatory system, including the ability to assess policy developments within the broader context of Chinese government priorities, industrial policy, and U.S.-China relations.
- Exceptional analytical skills with a demonstrated ability to absorb, synthesize, and distill large volumes of complex information from disparate sources on short deadlines, identifying key trends, risks, and implications for senior executives and policymakers.
- Outstanding writing and editing skills.
- Ability to produce concise, persuasive, and publication-ready analyses, briefing materials, executive memoranda, talking points, correspondence, and member-facing products under significant time pressure and with minimal supervision.
- Superior communication and presentation skills in English, including the ability to engage credibly and confidently with senior executives, senior government officials, subject-matter experts, and international stakeholders.
- Demonstrated ability to manage multiple high-priority workstreams simultaneously, balance competing deadlines, and exercise sound judgment in a fast-paced, high-expectation environment where priorities can shift rapidly.
- Proven ability to work independently while collaborating effectively across teams, building consensus among diverse stakeholders, and driving projects from conception through execution.
- Strong understanding of the operational challenges, commercial priorities, and policy concerns facing U.S. and multinational companies operating in China.
- Experience developing policy positions, advocacy strategies, or regulatory analyses on complex international trade, investment, technology, supply chain, energy, agricultural, industrial, or economic security issues.
- Demonstrated intellectual curiosity, strategic thinking, and sound judgment, with the ability to anticipate emerging policy developments and translate them into actionable insights and recommendations for business leaders.
- Proven ability to represent an organization externally with professionalism and credibility before government officials, corporate executives, industry groups, and other senior stakeholders.
- Executive or legislative branch experience related to China policy, trade policy, economic policy, national security, or international economic affairs strongly preferred.
- Strong Chinese language capabilities, including the ability to read, assess, and synthesize regulations, policy documents, speeches, official notices, think tank publications, and media reporting in Chinese and draw independent analytical conclusions from primary source materials strongly preferred.
- Subject-matter expertise in critical minerals, energy security, agricultural trade, industrial policy, supply chain resilience, export controls, investment screening, or related areas preferred.
